Salary:

Infrastructure Technologies, LLC is looking to hire a Utility Relocation Specialist (TE3) to be the primary construction liaison between Maryland State Highway Administration (MDOT-SHA) District 7 (Carroll, Frederick and Howard Counties) and approximately 40 utility companies in the identification and resolution of all utility design and construction conflicts and all necessary Utility Relocations associated with MDOT-SHA project development activities in Carroll, Frederick and Howard Counties. Responsibilities


Specific duties include, but are not limited to:

  • Being the primary liaison for the identification, review, and/or relocation of utilities associated with Maryland State Highway Administration (MDOT-SHA) projects.
  • Preparing and reviewing cost estimates.
  • Working with the Design Engineering Project Managers in coordinating utility issues for projects in Carroll, Frederick and Howard Counties; Developing and maintaining utility design schedules and prioritization of SHA project efforts among utility companies.
  • Coordinating with Federal, State and local agencies.
  • Coordinating with Office of Highway Development Divisions, Office of Structures, Office of Traffic, Office of Environmental Design, and District Construction, Design, Maintenance and Traffic to identify and address utility impacts and construct transportation improvements.
  • Reviewing, processing, and approving proposed Utility Relocation plans to ensure that no conflicts exist with SHA roadway improvements.
  • Identifying and reviewing any proposed developer improvements in the project area, that are being managed through the Access Management Division, and coordinating the Utility Relocation designs as appropriate.
  • Identifying all affected utilities on (RW-57) Utility Tabulation Form for determination of Prior Rights cost responsibility.
  • Reviewing and processing utility companies’ PS&E submittals to determine that relocation cost estimates are accurate.
  • Interpreting and administering the Administration’s policies and procedures in the development of Utility Statements for construction contract bid documents.
  • Preparing and issuing Utility Permits for Utility Relocation work.
  • Managing the Utility Relocation funding needs for SHA projects through the Form 42/30 processes.
  • Reviewing and processing utility company invoices.
  • Tracking invoicing to ensure costs are accurate and billed in the appropriate fiscal year.
  • Justifying utility cost overruns and underruns.
  • Representing SHA at project meetings with federal, state and local officials, utility company representatives, community groups and the general public.
  • Managing the inspection of Utility Relocation work.
  • Additionally, due to right of way restrictions, site grading requirements, duration of relocation schedules, and other special conditions, Utility Relocations may extend into the construction phase of projects. This position facilitates extensive coordination, and resolution of utility conflicts during construction, between the utility owner, SHA, and SHA contractors.
  • This position is also responsible for the preparation of the monthly Utility Status Report for District 7 that details Utility Relocation progress and schedules for every District project under design development.


Qualifications


Knowledge (at the journeyman level or above) is required as it relates to the development of contract documents, construction techniques, and all overhead and underground utility facility requirements within the project limits of transportation improvement projects as shown in the District 7 Consolidated Transportation Program and Advertisement Schedule.
