Tacoma Power is currently seeking for our next Utility Network Communications Systems Division Manager to join our Utility Technology Services (UTS) Department!

As a pivotal leader, the chosen candidate will play a crucial role in spearheading and overseeing the operations of the Utility Technology Services Network and Communication Systems (NCS) department. This dynamic role involves leading multiple teams, being a leader of leaders and front-line managers in performing all lifecycle activities for Tacoma Public Utility’s (Power, Water and Rail) integrated telecommunication networks and physical infrastructure. This encompasses the Field Area, Wide Area and SCADA networks, as well as the management of Land Mobile Radio infrastructure and services, Telephony services, Physical and Access Control and Audio/Visual platforms.

As a key figure among other UTS Managers, the Utility Network Communications Systems Division Manager plays a crucial role in our continual success as a leader committed to continuous learning and innovation. Duties Includes:

  • Lead and manage the teams; ensuring they are trained, equipped and motivated to safely provide ongoing operational support and services, support critical projects and meet the organization’s objectives.
  • Provide guidance, oversight, leadership and actively participate in related compliance and governance frameworks. This role is critical to ensure adherence to critical policies, procedures, standards and requirements.
  • Resource allocation – working with front-line management, determines the appropriate allocation of personnel, budget, equipment, and materials required to support ongoing operational services and critical projects.
  • Work, resource and asset management – ensures and applies appropriate direction, oversight, management and effort to the key disciplines and team programs for work, resource and asset management.
  • Long and short-range planning –leads the plannings for the implementation and deployment of technology, development and management of multiple complex and sensitive projects as it pertains to the teams core services and operations.
  • Strategy-wide development – participates in department and organizational wide strategy development, to include contributing, developing and providing recommendations for operational and organizational teams.
  • ·Cross functional and organizational collaboration –working closely with business stakeholders and across teams to understand business objectives, collaborate on strategies and projects, cultivate business relationships, key decisions and challenges faced by the organization to create a holistic approach and resolutions.
  • Informed decision-making – contributing and actively engaged in organizational decisions, working to ensure decisions are more informed, balanced, and made with a broader understanding of impacts across the organization. Responsible for making major decisions to include hiring decisions, personnel issues, operational decisions, organizational level strategic and tactical decisions, and technology and vendor decisions.
  • Additional management team activities include serving as a representative of the department, attending and engaging with the Public Utility Board as needed, developing and delivering complexing written material and presentations, bringing diverse perspectives, participating in complex problem solving, taking ownership and responsibility of outcomes and support the implementation of decisions, creating and fostering a collaborative culture, cascading and effectively communicating.
  • Works closely with team managers to ensure acceptable vendor and supplier performance. This includes activities related to performance monitoring, issue resolution, vendor relationship management, review and processing of invoices and participation in contract negotiations and amendments.

Qualifications

Minimum Education*

Bachelor's degree in Information Technology or directly related field such as Business or Computer Science.

Minimum Experience*
7 years of progressively responsible information technology experience in area of assignment including 2 years prior as supervisor or manager in information technology. Some assignments may require a background check.

Licensing, Certifications and Other Requirements
As Assigned:
North American Electric Reliability Corporation Critical Infrastructure Protection certification (NECC-CIP)
Some assignments may require a Washington State Driver's License

*Equivalency: 1 year of experience = 1 year of education

Knowledge & Skills

Skills / Knowledge:

  • Working knowledge of the Utility electric power system function.
  • Basic knowledge of policies, procedures, standards and practices associated with the NERC Reliability Standards.
  • Experience in the planning, design, construction, operation and maintenance of telecommunication systems.
  • Experience and understanding of technologies within the domain of responsibility: physical security systems, telephony and communication platforms, and field/wide area networks.
  • Experience with increasing responsibility in leading, managing and supervising staff.

Desirable Skills/ Knowledge:

  • Fundamentals and accepted practices in public utility administration. Understanding of regulatory laws, codes and ordinances relating to an electrical utility.
  • Demonstrated strong leadership, management and supervisory abilities. Understanding of the principals and practices of supervision, personnel administration and interpersonal skills using tact, patience, respect and courtesy while still being decisive.
  • Exceptional analytical and problem-solving skills. Excellent verbal and written communication skills. Self-motivated. Ability to analyze situations and adopt an effective course of action. Adaptable to changing environment, change management champion. Treat sensitive information with discretion and confidentiality
