Position Information
The Development Services Bureau in the Transportation and Development Division within the Department of Environment Services (DES) is seeking an experienced Utility Infrastructure Plan Review Engineer to review site, engineering, subdivision, single family, street and right-of-way plans for public and private development. This Engineer will focus on reviewing public infrastructure including water mains, sanitary sewers, storm sewers, dry utilities, curbs, gutters, sidewalks, and roadways, ensuring compliance with Arlington County's standards, specifications, ordinances, state laws, and best practices.
Specific duties include:
  • Providing formal written review comments on engineering plans, land disturbance plans, public right-of-way permits, and excavation permits to ensure compliance with County Construction Standards and Specifications associated with the design and constructability of public infrastructure;
  • Providing guidance and assistance to developers, engineers, and County staff to resolve complex and/or technical issues related to public infrastructure design and construction;
  • Performing site visits on an as-needed basis to support the review of existing and proposed public infrastructure design;
  • Maintaining records using electronic PLAN REVIEW system;
  • Communicating with, and responding verbally and in writing to citizens, contractors, utility companies, engineers, County staff, and developer inquiries;
  • Identifying and performing corrective actions to prevent existing, known, and projected/modeled drainage problems from being exacerbated in order to reduce the need for increased funding to correct such problems; and
  • Performing other job-related duties as assigned.

The ideal candidate will be able to collaborate effectively, be an independent problem solver with a demonstrated understanding of the complexities and challenges of design and construction within an urban built environment. They will also possess effective communication skills with the ability to review numerous projects while demonstrating mindfulness of continuous review deadlines.
Selection Criteria
Junior Level - Engineer I:
  • Bachelor's degree in Civil Engineering or related field from an accredited college or university; and
  • No experience required.

Journey Level - Engineer II:
  • Bachelor's degree in Civil Engineering or related field from an accredited college or university; and
  • Significant professional-level engineering experience post Bachelor's OR Considerable professional-level engineering work experience post-Bachelor's and 1 of the required certifications (see below).

Senior Level - Engineer III:
  • Bachelor's degree in Civil Engineering or related field from an accredited college or university; and
  • Progressively responsible and significant professional-level engineering work experience post Bachelor's OR Significant professional-level engineering work experience post-Bachelor's and 2 of the required certifications (see below).

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.
Desirable: Preference may be given to candidates with a Master's Degree in Civil Engineering, Water Resources Engineering or a related field and one or more of the following:
  • Experience in review and/or design of streets, sanitary sewer, storm sewer, water mains, overall site design layout and/or related field;
  • Experience in civil engineering development PLAN REVIEW for state and/or local government; and/or

Possession of the following Certifications/Licenses is preferred:
  • Professional Engineer (PE) License or Engineer in Training (EIT) Designation;

Special Requirements
The following licensure, certifications, or trainings may be required based on assignment for Engineer II to III Level:
  • Professional Engineer (PE) Licensure or Engineer in Training (EIT) Designation;
  • Project Management Professional (PMP);
  • OSHA 30-hour General Industry course;

Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work Hours: Flexible work schedule Monday through Friday between 7:00 a.m. to 6:00 p.m. with telework opportunities upon prior approval of the supervisor. The employee must be able to travel and attend occasional local, state, and national events, some of which may be outside regular working hours.
Employees that are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
The official job title will be either Engineer I, II or III.
Salary ranges (Annually):
Engineer I: $76,377.60 - $116,604.80
Engineer II: $81,619.20 - $124,737.60
Engineer III: $91,998.40 - $140,462.40
This position is part of a multi-grade career ladder from junior to senior (Engineer I, II or III) and the overall annual salary range is $76,377.60 - $140,462.40. Individuals appointed to positions can progress through each level based on a combination of education, experience, and the achievement of competencies.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:
Paid Leave: Vacation leave is earned at the rate of five hours biweekly. Leave accrual increases gradually until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. Paid parental and family leave benefits are also offered. Leave is pro-rated for part-time employees.
Holidays: There are eleven paid fixed holidays each year, as well as two floating holidays. Initial allotment of floating holidays may vary based on when you are hired.
Health and Dental Insurance: Four group health insurance plans are offered - a health maintenance organization, two plans with in-network only coverage, and a high-deductible plan with in and out-of-network coveerage, along with a Health Savings Account (HSA). Group dental insurance is also offered, with two options for coverage. The County pays a significant portion of the premium for these plans for employees and their dependents. The County also contributes to the HSA.
Life Insurance: Basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance may be purchased for yourself, spouse, and/or children.
Retirement: The County retirement program is made up of three parts: a defined benefit (pension) plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. The County also contributes to this plan. Employees become vested in the plan at five years of service.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)). The 457 deferred compensation plan allows you to save for retirement on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your pay. A variety of investment options are available for the 401(a) and 457 plans.
Other Benefits: The County also offers health care, dependent care, and parking flexible spending accounts; adoption assistance, tuition reimbursement; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other benefits.
Permanent, Part-Time Appointments:
Part-time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.
Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
