The City of Sparks is currently seeking to hire multiple Utilities Maintenance Workers in the Public Works Division of the Community Services Department.
Civil Service Testing:
The Civil Service Exam for this position will be a Training and Experience Questionnaire. All applicants interested in consideration must complete the Training and Experience questions attached at the end of this job posting. The first forty (40) candidates deemed qualified will have their Training and Experience Questionnaire Responses evaluated and will be given a score. The score received will be the candidate's final Civil Service Exam score. It is, therefore, in the candidates' best interest to answer each question thoroughly.
UTILITIES MAINTENANCE WORKER I
Description
Under supervision, perform a variety of routine heavy physical work in the construction, maintenance and related service areas of sewer, drain, and effluent systems.
Distinguishing Characteristics
This is the entry level position in the Utilities Maintenance Worker series, expected to perform duties under direct supervision.

Distinguishing CharacteristicsThis is the experienced class in the Utilities Maintenance Worker series, expected to perform duties with little supervision.
Qualifications
Applicants must possess the following minimum qualifications to continue in the recruitment process:
UTILITIES MAINTENANCE WORKER I
Education and Experience:
High School Diploma or equivalent and one (1) year of labor experience in construction, underground utilities, maintenance work or a related field.
OR
Four (4) years of labor experience in construction, underground utilities, maintenance work or a related field.
Licenses and Certificates:
Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.
Must possess within one (1) year of hire and maintain throughout employment, a valid Nevada Class A Commercial Driver's License with tanker and combination vehicle endorsements.
Must possess within six (6) months of hire and maintain throughout employment, a valid Flagging Certification.
Must possess within ninety (90) days of hire and maintain throughout employment, a valid forklift certification.
Position may require: Nevada Pesticide Applicator's Certificate.
UTILITIES MAINTENANCE WORKER II
Education and Experience:High School Diploma or equivalent and two (2) years of experience in trade school or labor experience in construction, underground utilities, maintenance work or a related field
OR
Five (5) years of labor experience in construction, underground utilities, maintenance work or a related field.
Licenses and Certificates:Must possess at time of hire and maintain throughout employment, a valid Nevada Class A Commercial Driver's License with tanker and combination vehicle endorsements.

Examples of Essential Duties
UTILITIES MAINTENANCE WORKER I
Install, repair, and maintain effluent pressure lines, booster pump stations, pressure reducing stations, air release valves, storm and sanitary sewer collection systems, storm drain mains, laterals, manholes, lift stations, open ditches, detention dams, mains, catch basins, trash racks, pressure lines and related structures. Repair and maintain effluent water distribution system, flush and clear collection systems, storm drains and pump flooded areas. Remove and replace fences, landscaped areas, brick and concrete areas and other private property affected by easement work.
Sweep gutters and streets to meet Washoe County air quality standards. Remove obstacles from street and gutter areas to permit access, dump trash in assigned areas, sweep, shovel and remove debris, flush streets and parking lots, sweep and remove refuse from assigned areas, transfer refuse to dump sites, perform concrete and rough carpentry work, dig, shore, and backfill trenches, lay and fit pipelines, make sewer taps, load and unload trucks, and locate and mark underground utility lines.
Break and remove surfaces. Dig, shovel, haul, load and unload soils, sand, asphalt mixes and other materials, sand and seal surfaces, prepare for overlays and clean worksite upon completion. Remove snow from public areas using equipment including sanders, snowplows, and snow shovels.
Construct forms, concrete pads, walkways, walls, and other structures for City facilities. Pour and finish concrete, repair sidewalks, curbs, gutters, ramps, and similar structures.
Estimate and secure tools, materials, and equipment necessary to complete assignments. Clear lines or report work needed for major repairs and service. May use chemicals to unstop lines.
Safely operate and maintain a variety of assigned vehicles, tools and equipment related to the work which may include but is not limited to line locating and oxygen testing equipment. Perform minor equipment maintenance, inspect, fuel, wash and clean vehicles, equipment and assigned areas.
Assist with proper traffic control in work zones for employee and citizen safety including but not limited to appropriate flagging techniques and device layout using signage, barricades, cones, and direct traffic flow at job sites.
Prepare and maintain accurate and detailed records of daily work performed including but not limited to hours, materials, and equipment used. Complete Maintenance Management System (MMS) daily work reports.
Respond to questions and complaints from the public. Advise customers of City's responsibility. Carry out assignments in a courteous and non-disruptive manner in areas of public use
Operate assigned vehicles safely and skillfully. Observe and perform safe driving practices, work methods and overall practices. Use appropriate safety equipment, inspect assigned areas, correct or report safety hazards and attend safety meetings.
Mentor and train others in work knowledge, procedures, skills, and abilities. Read and interpret plans, specifications, and maps.
Perform other duties which may be assigned.
Knowledge, Skills and Abilities:
  • Knowledge of safe work methods and safety regulations pertaining to work
  • Knowledge of techniques, materials, tools, and equipment used in the maintenance and repair of sanitary sewers, storm drains, effluent distribution systems and related facilities
  • Knowledge of shop math
  • Knowledge of traffic control principles, practices, and guidelines
  • Knowledge of basic concrete construction and finishing techniques
  • Knowledge of and ability to use computer applications and software related to the work including but not limited to, Microsoft Office
  • Ability to understand and follow oral and written instructions
  • Ability to establish and maintain cooperative and effective relationships with those contacted during work
  • Ability to exercise sound judgment within general policy guidelines
  • Ability to train others in work procedures

Physical Demands:
Requires sufficient strength, vision, hearing, manual dexterity, and stamina to perform sustained heavy physical labor, to lift and carry equipment weighing up to ninety (90) pounds, and to work outdoors in varied weather conditions, in medians, roadways, high traffic area, shoulders and with exposure to heavy traffic and other potential hazards. Ability to work underground and in elevated or confined spaces and with possible exposure to unpleasant and potentially hazardous substances, to include effluent.
SUPPLEMENTAL JOB INFORMATION
  • This is a Civil Service position and is Non-Exempt under FLSA guidelines
  • This position reports to the Crew Supervisor and receives work direction from a Lead
  • Supervision exercised: May provide work direction to others as identified
  • May be called back, held over, work off-hours, nights, weekends and holiday shifts as required
  • May be required to pass a pre-placement drug screen and background investigation
  • Required to work during emergency circumstances or inclement weather conditions
