Job Description

This fully funded position is available on 1 November, 2023.  This position is hybrid, the contractor can expect to work at the US government site 1-2 days a week.  This position requires a SECRET security clearance.  This position is with the Joint Program Manager for Protection.  The Joint Project Manager for Protection (JPM P), one of eight JPMs under the JPEO-CBRND, provides the Department of Defense and other customers, such as the Department of Homeland Security and the Federal Bureau of Investigation, with the protection required to effectively conduct active combat, consequence management, and homeland defense operations in CBRN environments.  JPM P develops, fields, and sustains CBRN protection and hazard mitigation capabilities for the nation.  In addition, JPM P is the Major Defense Acquisition Program (MDAP) CBRN Survivability Trail Boss.  The MDAP Trail Boss facilitates the research, development, testing, procurement, operations and sustainment, and delivery of CBRN survivability and force protection systems in support of all programs designated as CBRN mission critical and those requiring CBRN capabilities.

Performance Based Tasks

  • The contractor shall lead efforts to ensure that logistics requirements (e.g. ease of use, maintainability, sustainability, logistics footprint, operator’s point of view, etc.) are incorporated into the fabrication and integration of systems.
  • The contractor shall apply Joint CBRN protection principles and theories to supported programs.
  • The contractor shall use and apply Department of Defense Instruction (DoDI) 5000 acquisition processes, and relate them to products, production, and sustainment.
  • The contractor shall use and apply total life cycle management, as well as inform the requirements process through identification of logistics capability gaps, requirements generation, acquisition, fielding, sustainment, and disposal of materiel solutions.
  • The contractor shall serve as an advisor for materiel solutions project management techniques and best practices.
  • The contractor shall conduct queries and reports on program assets to ensure program combat readiness meets Government‐defined needs.
  • The contractor shall coordinate with the sources of supply to ensure on‐hand and planned inventories are adequate to support Government programs.
  • The contractor shall develop and implement technical and programmatic plans and measures to track programs.
  • The contractor shall design and implement systems to collect, maintain, and analyze data.
  • The contractor shall generate progress reports and other logistics tracking information related to programs within the portfolio.
  • The contractor shall work with program logisticians to identify risks and issues; research appropriate Department of Defense (DoD) logistics guidance, regulations, statutes, or best business practices; and develop alternative courses of action to address those risks and issues.
  • The contractor shall provide recommendations for logistical issues to leadership.
  • The contractor shall develop and implement logistics concepts, strategies, and plans.
  • The contractor shall assist in the development of new or improved logistics methods and assist in the preparation of strategy papers and/or presentations.
  • The contractor shall support and assist in developing and refining new logistics requirements, procedures, and guidelines as needed.
  • The contractor shall participate in support activities (i.e., training product development, logistics demonstrations, manual validation/verifications, Instructor/Key Personnel Training (IKPT), task demonstrations, warfighter working groups, user assessments, and stakeholder liaison activities) as necessary.
  • The contractor shall serve as an organizational Point of Contact (POC) to outside organizations.
  • The contractor shall interface with both internal and external stakeholders to facilitate and resolve complex logistics issues.
  • The contractor shall assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic objectives.
  • The contractor shall assist in milestone planning by providing logistics input to technical briefing materials, documentation, and program schedules.
  • The contractor shall draft, review, staff, and provide comment to logistics‐related documentation.
  • The contractor shall assist in the development of acquisition documentation and briefing materials.
  • The contractor shall coordinate and attend logistical meetings, program reviews, conferences, and briefings. In addition, the contractor shall provide input to prepared presentation materials and displays, and develop meeting minutes after each event.
  • The contractor shall be a logistics conversant on Multi‐Service Integrated Product Teams (IPTs), Tiger Teams, and Working Groups.
  • The contractor shall attend program‐level logistics IPT meetings to maintain awareness of program issues and to develop a greater understanding of the program(s).
  • The contractor shall track the status of action items, program milestones, and monthly sustainment reports.
  • The contractor shall assist with submissions of official logistics taskers.
  • The contractor shall maintain a library of program‐specific electronic files and logistics reference materials for program files.
  • The contractor shall perform logistics engineering and management of CBRN‐related programs.
  • The contractor shall assist in providing logistics input to programmatic, systems engineering, and/or integration support.
  • The contractor shall assist in the development and maintenance of CBRN programs of record, developmental CBRN‐related programs, and programs within the sustainment phase.
  • The contractor shall provide advice on cost, schedule, risk, and performance issues and assist in managing projects and programs throughout the life‐cycle.
  • The contractor shall support and provide input into cost and performance management across the product support value chain, from design to disposal.
  • The contractor shall provide a consolidated logistics schedule, including schedules for all programs within the portfolio, and update as required.
  • The contractor shall coordinate supportability efforts with stakeholders within DoD and the Joint Services, as well as other Federal and non‐Federal agencies.
  • The contractor shall conduct logistics analysis using Government‐furnished asset tracking databases to reduce costs and identify failure rates and causes.
  • The contractor shall provide oversight to identify, plan, resource, finance, and implement management actions to acquire repair parts, spares, and all classes of supply in financial resourcing.
  • The contractor shall report on the reliability, availability, and maintainability of programs.
  • The contractor shall support Program Objective Memorandum (POM) efforts.
  • The contractor shall assist in controlling expenses to stay within budget guidelines, following identified priorities set by spend plans and making every effort to achieve economic savings.
  • The contractor shall assist in the research of technical capabilities of contractors and development of estimated costs; provide input to draft technical Statements of Work (SOWs), Statements of Objective (SOOs), and Requests for Proposals (RFPs); and assess the capability of contract logistics support activities.
  • The contractor shall assist in planning CBRN equipment buys over the Fiscal Year Defense Plan (FYDP) necessary to maintain readiness and coordinate with multiple sources to determine equipment availability.
  • The contractor shall plan, submit, track, and reconcile Military Standard Requisitioning and Issue Procedures (MILSTRIP) and assist in the development of purchase requests/Federal Acquisition Regulation (FAR) packages in conjunction with Government finance personnel.
  • The contractor shall review and provide input for MOUs.
  • The contractor shall assist in the development of logistics documents and activities that are part of the total Life Cycle Management (LCM) of programs based on the Government needs and DoD 5000.
  • The contractor shall assist in determining appropriate logistics assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
  • The contractor shall provide logistics input to Engineering Change Proposals (ECPs) for CBRN‐related capabilities.
  • The contractor shall be CBRN conversant to Government‐sanctioned display events of CBRN‐related capabilities.
  • The contractor shall develop and manage logistics SharePoint sites related to CBRN programs.
  • The contractor shall conduct FEDLOG and WebFLIS data reviews for specific CBRN‐related tasks for equipment items.
  • The contractor shall update Government reporting systems for programs of record and ensure accuracy of the programs status within its life cycle.
  • The contractor shall travel in support of Government logistics efforts, approximately 25%.
  • The contractor shall attend meetings or discussions either in person, via telecon, or using MS Teams if on-site gatherings and/or travel are restricted.
Qualifications
  • Preferred: DAU Level III certification in Life Cycle Logistics is desired. DAU courses will be at Government cost; however, travel costs (ex: Per Diem, lodging, mileage) will not be at Government cost.
  • Preferred: Proficiency operating the Total Force Structure Management System (TFSMS) and the Defense Property Accountability System (DPAS) is desired.
  • Preferred: Previous experience with the United States Marine Corps and associated Logistics is desired.

Education: College education not required

Experience: 10 years   

Duty:  This position is hybrid.  The contractor can expect to work at the US Government facility 1-2 days a week.

Security Clearance:  DHS or DoD Secret 

Travel:  Local Travel Only is Anticipated
