POSITION DETAILS
The University Human Resources Office (UHR) at The City University of New York (CUNY) oversees the development and administration of policies and standards that guide the University’s Human Resources functions supporting 25 colleges and schools across the five boroughs of New York City. The University Benefits Office within UHR oversees employee health, welfare and retirement benefits provisions, services, and functions available to CUNY employees and retirees.
The University Benefits Office seeks a University Employee Benefits Billing and Audit Coordinator to support the billing and audit functions for its portfolio of employee benefit plans, programs, and services. Reporting to the University Director of Benefits Administration, the Coordinator will review plan provisions and contractual agreements to determine the implementation of potential rate changes in employer payments and contributions to welfare and annuity funds; audit the University’s Welfare Fund and Annuity Fund contributions and payments; track and review information reported by the campuses;validate the monthly and quarterly union welfare and annuity fund voucher payments, and increases against campus reports.
Additional responsibilities include, but not limited to the following:
- Reviews, analyzes, and processes bills received from welfare funds and all other benefit program vendors.
- Researches, compiles, and reconciles employee information from campuses, payroll systems, and HRIS; investigates and resolves all discrepancies.
- Interprets and applies contractual obligations and University policies to ensure compliance.
- Assists with calculating and processing payment vouchers to various vendors including welfare and annuity funds for senior and community colleges.
- Analyzes union welfare fund and annuity fund rate increases, and ensures payment reports issued by the University Finance Office reflect changes and retroactive payments.
- Coordinates submissions of required employee information and supporting documents from each campus to ensure data integrity and accurate records.
- Provides assistance and training on proper submissions and reporting to campus contacts.
- Verifies information to prepare audits, plan specific and University reports, government filings, and other requests for information within scheduled deadlines.
Note – Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.
QUALIFICATIONS
Bachelor's degree required.
Preferred Qualifications:
- Two years’ experience processing and auditing Employee Benefits Billing, health and retirement plans plus experience in accounting, auditing, or bookkeeping.
- Knowledge and understanding of Employee Benefits plans, practices, procedures, and documentation
- Familiar with collective bargaining contractual provisions including knowledge of relevant Federal and State laws.
- Effective writing, editing, interpersonal communication, and presentation skills
- Detail-oriented and accurate with strong critical analysis, evaluation, organization, and research skills.
- Professional integrity to work discreetly on sensitive assignments and manage confidential information.
- Customer-focused with strong interpersonal and cross-cultural communication and relationship-building skills to appreciate the value of others and work effectively and collaboratively with diverse internal and external stakeholders.
- Dependable with effective organizational, time management and priority setting skills to manage multiple assignments and meet deadlines.
- Computer proficiency using PeopleSoft based HRIS, administrative, and financial systems, databases, and programs, plus Microsoft Office programs, and remote/virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, WebEx, Skype, etc.).

COMPENSATION AND BENEFITS
The salary range is $72,837 – $77,430; commensurate with qualifications, education, and experience.
