Job description

Background

The Policy Programme and Intergovernmental Division (PPID) drives UN Women’s positioning as a global thought and practice leader on gender equality and women’s empowerment to deliver on the Sustainable Development Goals (SDGs) by:

  • Connecting and consolidating UN Women’s knowledge and experience from across the field for normative policy advancements,
  • Facilitating substantive thematic coordination across the UN System,
  • Leading cutting-edge policy analysis based on data and evidence, and
  • Providing technical advice to support field programming for impact at scale.

    PPID enables UN Women to function as a globally networked and matrixed development organization that is equipped to deliver results as part of a repositioned UN development system where they are most needed in the field, including across the Humanitarian-Development-Peace nexus in protracted crises, conflict, post-conflict, humanitarian and disaster settings.

    Under the direct supervision of the Deputy Director, the Operations Analyst will support the oversight and coordination of all functions related to the Directorate’s key activities. S/he follows up on major decisions to ensure delivery of PPID’s goals and financial results, including through compilation of information and analysis, handling daily operations and playing an advisory role to the Director. S/he will be responsible for maintaining and improving operational excellence and supports the analysis of organizational efficiency and effectiveness results achieved during implementation of PPID’s Strategic Note.

    Duties and Responsibilities

    1. Provide operational and coordination support for management and oversight of the Policy Programme & Intergovernmental Division (PPID):

  • Provide operational and coordination support in the development, implementation and monitoring of PPID’s Strategic Note (SN) and biennial work plans (BWPs);
Support the planning and expenditure tracking of financial resources of the Division in accordance with PPID SN/BWPs and UN Women rules and regulations and policies. Develop and present operational status reports.Provide input and guidance on all major initiatives and problem-solving challenges to achieve the goals of PPID SN/BWPs, including targeted financial results;Coordinate effective information flow and communication across the Division on operational matters;Provide technical support to PPID Sections on coordination, management and monitoring of financial, administrative, human resources, procurement and logistical matters according to UN Women’s standard criteria;Facilitate the process of PPID meeting internal management requirements and deadlines;Support coordination of inputs for audits and evaluations and support follow up on recommendations to ensure efficient implementation based on established plans and timelines, in coordination with the Programme Support Management Unit (PSMU) and other relevant PPID Sections;Provide support in finalization of the Risk Register

2. Manage quality assurance and approval processes for the PPID Directorate:

Manage online requests for Director and Deputy Director's review and approval. Support policies and procedures compliance review in coordination with the Programme Support Management Unit (PSMU);Contribute substantial inputs to guidance notes and standard operating procedures on business processes. Compile/analyze data on approval requests and service performance against Division and organizational need. Organize reporting systems on services delivery and propose and implement any service improvements.

3. Provide technical inputs to the management of people and finances of PPID Directorate

Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; Oversee the work of Programme Associates and Assistants as needed.

4. Contribute to knowledge sharing and capacity building on operational issues among PPID Sections:

Coordinate and support sharing of knowledge and good practice on operational policies and procedures between the PPID Sections.Analyze and consolidate information on operational challenges and lessons learned and bring issues that require management action to the attention of PPID Director/Deputy Director.Provide technical inputs to background documents, briefs and presentations related to operations and management of the Division’s resources;Identify opportunities for operational capacity building of PPID staff and personnel and coordinate and facilitate trainings as needed.

5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

FUNCTIONAL COMPETENCIES:

Required Skills and Experience

Education and Certification:

Master’s degree or equivalent in Business Administration, Public Administration, Finance, HR, or related field is required;A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least one year progressively responsible experience at the national or international level, in office management, operations or finance;Experience providing support in staffing, mentoring and development of its personnel is required;Experience in liaising with diverse stakeholders and partners, including government, civil society, international organizations and grassroots organizations is required;Experience in working in a computer environment using multiple office software packages, experience in handling of web based management systems and modern ERP systems, preferably Oracle Cloud, is required; Management experience in back-office support operations is required.

Languages:

Fluency in English is required;Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
