About the department:  

The Office of Ethics, Compliance and Audit Services (ECAS) provides direction, education, oversight of the presidential policy process, investigatory services, auditing and monitoring, guidance and resources to the University to optimize ethical and compliant behavior, provide assurance, and improve operations through effective controls and processes. 

What you will be doing:  

The UC Office of the President (UCOP) Privacy Officer is responsible for addressing privacy compliance risks and facilitating compliant protection, use, and release of student, faculty, staff, and research participant sensitive information at UCOP and through collaborative efforts with the Campus Privacy Officers. A significant portion of this role will be devoted to developing and implementing a comprehensive privacy program that addresses privacy risks at UCOP.  

The position will collaborate with many University stakeholders, including UC Legal, systemwide and UCOP Security, Information Technology, and operational data set owners (e.g., student, payroll, benefits, research functions).  

In addition to advanced privacy subject matter expertise, the role requires superior research, analytical, writing, and communication skills. An ideal candidate will have demonstrated ability to exert influence effectively and work collaboratively across the organization. The role involves collaborating with Privacy Officers throughout the system and coordinating with cross-functional UCOP privacy and data stakeholders.                       

The anticipated yearly salary range for this position is $155,000 - $170,000 

 

How you will be spending your time: 

UCOP Privacy Officer75%  

  • Privacy Risk Management: 
  • Develop and maintain a continuous privacy risk assessment process to proactively manage and mitigate potential issues.  
  • In collaboration with procurement teams, Legal, Security, and operations, assist with high-risk vendor risk assessments and address privacy compliance risks in existing contract renewals. 
  • Cross-Functional UCOP Stakeholder Collaborations and Consultations: 
  • Data Governance 
  • Collaborate with Security, Information Technology, Legal, and data stakeholders, to establish data safeguarding and governance processes that appropriately address privacy compliance risks including audit findings.  
  • Develop guidelines and raise awareness of significant privacy compliance risks in IT procurement and data-sharing processes. 
  • Collaborate with Legal, government relations, and data stakeholders to analyze implications of legislation or regulations, providing recommendations. 
  • Incident/Breach Response - Contribute to the UCOP and Systemwide Security Incident Response Teams by analyzing privacy risks and making recommendations to protect data privacy. 
  • Training and Awareness 
  • Develop and promote training and awareness materials related to various privacy compliance risk areas, and present training for UCOP and systemwide stakeholders.  
  • Stay abreast of relevant new legislation and industry best practices.  
  • Data Subject Rights Management Process 
  • Develop privacy notice processes required by law in collaboration with operational data owners, and other data stakeholders. 
  • Develop processes for data subjects to exercise their rights over their personal data. 
  • Additional tasks as assigned. 

Systemwide 25% 

  • Facilitate collaboration and coordination of the systemwide community of Campus Privacy Officers to promote consistent and successful privacy program development and maintenance throughout the system. 
  • Collaborate with campus Privacy officers on annual risk assessments, workplan updates, and implementation of privacy initiatives with cross-functional stakeholders. Address privacy compliance concerns and incidents effectively. 

 

What you will bring: 

  • Minimum 5 years Relevant experience in privacy compliance, with a strong understanding of data protection regulation. 
  • Bachelor's degree in related area and / or equivalent experience / training 
  • IAPP or similar privacy-related certificate. 
  • Familiarity with broad array of requirements governing campus privacy, including, California Information Practices Act, Family Educational Rights and Privacy Act (FERPA), General Data Protection Regulation (GDPR), Gramm-Leach-Bliley Act (GLBA) and other FTC privacy laws, online privacy laws, and research subject privacy requirements. Some familiarity with California Medical Information Act (CMIA), Health Information and Portability and Accountability Act (HIPAA) and other health data laws may be helpful. 
  • Demonstrated experience in communicating complex information to all levels of management and administrators in a clear and concise manner both written and verbal. 
  • Maintain current knowledge of applicable federal and state privacy laws, regulations, and policies. 
  • Ability to analyze proposed and new legislation and regulations with systemwide impact and develop education and tools to assist with assessment and implementation. 

 

Preferred Qualifications:  

  • Advanced knowledge of state & federal laws and University policies and regulations related to confidentiality and access to records. 
  • Demonstrated ability to deliver training and presentations to a variety of audiences. 
  • Experience in higher education research institutions. 
  • Advanced Degree Preferred.
