Join Our Team! The Hamilton County (OH) Emergency Management & Homeland Security Agency (EMHSA) has a current opening for an Urban Area Security Initiative (UASI) Coordinator. This position is grant funded through the Cincinnati Urban Area Security Initiative Grant. Funding is currently available for a minimum of two years from date of hire and will continue until grant funding is ends. Hamilton County EMHSA is a progressive county-level Emergency Management Agency operating in Cincinnati, OH that focuses on all-hazard emergency management for a diverse county with urban, suburban, and rural populations. Reporting to the Agency Director, the individual selected for this grant-funded position will be responsible for coordinating the administration and management of the Department of Homeland Security grant and its related requirements. Primary responsibilities will include coordinating with external partners to prepare grant applications, monitoring existing grant projects, developing the Threat & Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) using FEMA’s Unified Reporting Tool (URT), and administering the Urban Area Working Group (UAWG). This position will work with Agency team members to document existing capabilities and to support the development of plans that address Planning, Organization, Equipment, Training and Exercise (POETE) gaps.
Ideal candidates for this position will have a Bachelor’s degree in Emergency Management, Planning, Public Administration, or a related field, supplemented by three (3) to five (5) years of experience preferably in emergency management including grant management, which may be partially substituted with an advanced degree in a related field. This position is eligible for partial remote work (in Cincinnati region), though regular in-person office work will be required. The salary for the position is commensurate with experience and begins at $59,404.80 plus benefits.
Job Duties:
- Manages UASI grant which may include preparing grant application, examines and understanding the Notice of Funding Availability (NOFO), legislation, and determine project eligibility. Works with Budget & Grants officer to monitor receipt of monies and assists in budget development for grant funds; confers with Federal and State agencies; designs and implements procedures for processing grants per county and federal guidelines; produce necessary reports; assists EMA Director and Budget and Grants officer in establishing and monitoring budgets for each project and grant year.
- Works with EMA Planners to develop required plans and procedures within the UASI grant such as a UASI Strategy Plan, Threat and Hazard Identification and Risk Assessment (THIRA), Capability assessment, etc.
- Coordinate grant project managers and requiring reporting activities on a quarterly basis.
- Coordinate and develop annual equipment audit in coordination with Budget & Grant officer.
- Demonstrates regular and predictable attendance. Partial remote work (in Cincinnati region) eligible
- Performs other duties and responsibilities as assigned to support UASI grant requirements.
Working Conditions/Hazardous Working Conditions:
Work is performed indoors in an office setting. The noise level in the work environment is low to moderate. While performing the duties of this position, the employee may be required to travel within Hamilton County and surrounding counties.
