Job description

Spherion, in partnership with the State of Wisconsin Department of Health Services, is seeking a Tribal Programs Quality Specialist to join the Bureau of Aging and Disability Resources, Office for Resource Center Development. This office provided contract management, quality oversight, policy guidance, training, and technical assistance to Wisconsin's Aging and Disability Resource Centers (ADRCs) and Tribal Partner Agencies.

In this role, you will support Tribal Nations as they work to implement dementia care specialist (DCS) and aging and disability resource specialist (ADRS) programs. The incumbent will work under the supervision of the ORCD Quality Assurance and Support Supervisor and in close consultation with the Department of Health Services (DHS) Tribal Affairs Office.

Responsibilities:

  • Develop partnerships and provide leadership and support to Tribal partners that have Tribal DCS and Tribal ADRS positions
  • Increase understanding and awareness of the roles and responsibilities of the Tribal DCS and Tribal ADRS positions
  • Provide technical assistance and training to Tribal DCS and Tribal ADRS supervisors in onboarding, orienting, and supervising
  • Provide technical assistance and training, in partnership with BADR budget and policy analysts (BPAs), to fiscal staff within Tribal partner agencies regarding allowable expenses, time and task reporting, expense reporting, and other fiscal-related topics
  • Provide technical assistance and training, in coordination with the DCS Program Manager and BADR Dementia Specialist, to Tribal DCSs related to memory screening, Alzheimer’s disease and related dementias, caregiving, community outreach, memory cafes, support groups, dementia risk reduction, pre-crisis planning, and providing professional education
  • Provide technical assistance and training to Tribal ADRSs and their supervisors related to the scope of services and operations manuals
  • Provide technical assistance and training to Tribal DCSs, Tribal ADRSs, and their supervisors related to reporting data in the client tracking database system and developing reports to present to Tribal leadership
  • Lead monthly Tribal DCS meetings to foster collaboration and gain a better understanding of each Tribal Nation’s priorities related to dementia and caregiving
  • Lead bi-monthly Tribal ADRS trainings
  • Attend in-person and virtual network meetings, conferences, and other events that involve Tribal DCS, which may include Tribal caregiver conferences, Great Lakes Native American Elders Association (GLNAEA) meetings, and ORCD and Tribal partners meetings
  • Make at least monthly contact with each Tribal Nation, which can include supervisors of DCS and ADRS and fiscal staff
  • Conduct on-site visits to each Tribal program annually
  • Coordinate biannual all-Tribal staff meetings
  • Facilitate strengthening relationships among Tribal Nations and ADRCs

Qualifications:

  • Bachelor’s degree, preferably in a social sciences or health discipline
  • Experience working with and/or in Tribal Nations
  • Experience working in human or social services
  • Experience with grant or program management
  • Experience developing and conducting training
  • Experience in providing support and technical assistance to local governments, service agencies, and Tribal Nations
  • Knowledge of and experience with Alzheimer’s disease and related dementias
  • Knowledge of and experience with programs and services for older adults and people with disabilities, including home and community-based long-term care programs
  • Considerable skill in delivering high-quality customer service to internal and external customers
  • Excellent written and verbal communication skills
  • Good collaboration and relationship-building skills
  • Extensive knowledge and skill in methods of working effectively with others across large organizations, within teams, and among colleagues
