Tribal Opioid Response Coordinator (MAPS3/OTA)

Are you looking to do cutting edge work in partnership with Tribal governments and Urban Indian Health Programs in supporting efforts to create innovative ways to expand culturally attuned services, remove health disparities for AI/AN communities and address the opioid crisis? This position supports the Heath Care Authority (HCA) in government-to-government activities to address the opioid crisis in tribal communities, including implementation of new Indian Nation Agreements (INAs) between HCA and the 29 Tribal governments and Urban Indian Health Programs (UIHPs). The ideal candidate will have demonstrated expertise in working in Tribal Opioid or behavioral health/health programs, and experience in project and contracts management.

About the division:
The Office of Tribal Affairs and Analysis (OTA) advises the agency on how to maintain its government-to-government relationships with tribes in accordance with federal Medicaid, federal Block Grant requirements and chapter 43.376 RCW, conducts training of agency leadership and staff in government-to-government relationships with tribes and the policy reasons for these relationships, works with tribes, the Indian Health Service, and Urban Indian Health Programs to understand their issues and concerns and develops agency program policies and rules that address those issues and concerns.
About the position:
This Medical Assistance Program Specialist 3 (MAPS3) supports the Heath Care Authority (HCA) in overseeing the implementation of new Indian Nation Agreements (INAs) between HCA and the 29 Tribal governments and Urban Indian Health Programs (UIHPs) to address the opioid crisis in tribal communities and reduce health disparities amongst AI/AN communities through opioid abatement settlement dollars. The position will also provide project management and contracts managed for other Opioid Abatement Settlement funding statewide projects related to addressing the impact that the opioid epidemic has on Tribal communities. These projects include the statewide media campaign and coordination with all other opioid abatement projects to ensure Tribal engagement and facilitate any funding awards to Tribes for other opioid abatement projects.
This position is eligible to telework and is typically not required to report on-site. Occasional on-site meetings and travel to Tribes, UIHPs, and conferences will be required. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Manage and administer statewide projects funded by the Opioid Abatement Settlement funds and monitor INAs opioid abatement settlement Tribal Set-aside statement of work (SOW) and statewide projects.
  • Provide consultative expertise concerning programs managed and support to all teams working on Opioid Abatement Settlement projects to ensure Tribal engagement.
  • Manage and administer statewide projects funded by the Opioid Abatement Settlement funds.
  • Monitor INAs Opioid Abatement Settlement Tribal Set-aside Statement of Work (SOW) and statewide projects.
  • Provide consultative expertise, OTA liaison support, prepare materials and minutes, and coordinate with HCA staff and other entities.
  • Coordinate and project management of the opioid data project in partnership with the HCA leadership, Tribal Opioid/Fentanyl Task Force, SOORP executive team, DBHR, interagency teams, the AIHC and Tribes.
  • Participate and coordinate tribal engagement in partnership with DBHR and Communication teams implementing any Tribal opioid related media campaigns.
  • Provide regular presentations to Tribal, Tribal consortia, and state agencies as needed regarding opioid epidemic work as needed and upon request.

Qualifications
Required qualifications:
  • A master's degree from an accredited university with a major study in physical or behavioral health care, public administration, business administration, social work, or closely related field.

AND
  • Three (3) years supervisory or consultative experience in health services, social service, Medicaid, or social security disability programs.
  • At least two (2) years of experience working with tribes, urban Indian organizations, or American Indian/Alaska Native (AI/AN) individuals.

OR
  • One (1) year as a Medical Assistance Program Specialist 2

Note: Additional relevant experience will substitute for the required education on a year-for-year basis
Preferred qualifications:
  • Two (2) years or more experience working in or with an Indian Health Service (IHS)-funded program, including direct service IHS programs and Tribal health programs operating under Title I or Title V of the Indian Self-Determination and Education Assistance Act, or urban Indian organizations, including urban Indian health programs receiving HIS funds.
  • Experience in overseeing or implementing behavioral health programs.
  • Experience in overseeing and implementing work related to addressing the opioid/fentanyl crisis.
  • Personal knowledge and understanding of tribal government operations of Washington state government operations.

Experience in one or more of the following:
  • Managing or implementing government contracts.
  • Grants management.
  • Project management.

Demonstrated ability to:
  • Communicate effectively in writing, using plain English, bullets and parallel structure, and correct grammar, without using the passive voice.
  • Write accurate and concise summaries or descriptions of events or discussions.
  • Read and summarize policy or regulatory documents.
  • Analyze laws, regulations, or policies and apply them to specific cases or situations.
  • Actively listen to people from diverse backgrounds, including diverse AI/AN backgrounds, with a focus on understanding what they have to save and serving as translators to policymakers and decision-makers.
  • Engage and interact with people from diverse backgrounds, include diverse AI/AN backgrounds, with cross-cultural humility and respect; and Facilitate meetings of individuals from different organizations and/or diverse backgrounds.
