The City of Raleigh Urban Forestry Division plants, manages, and protects city trees maximizing the environmental, economic and social benefits the urban forest provides while sustaining the urban forest through safe, purposeful and efficient work, effective permitting and oversight, and through cooperative partnerships.
About the Role:
This position manages tree planting, removal and pruning activities within city-owned and controlled property to provide optimal tree health and insure safe passage of pedestrians, vehicles, storm water, streetlight, signage and traffic signal clearance.
Duties and Responsibilities
  • Maintains tools, vehicle, and equipment and receives written and verbal instructions to complete ground-based and aerial tree maintenance using climbing techniques, aerial lift trucks, articulated (knuckle-boom) loaders, flatbed and water trucks.
  • Performs maintenance such as tree identification, crown cleaning, restoration, reduction, or elevation, sanitation pruning, and initial form establishment pruning. All tree pruning conforms to American National Standards Institute (ANSI) Zl33.1 and (ANZI) A300 Standards
  • Uses climbing techniques, aerial lift truck, articulated (knuckle-boom) loader, crane and stump grinder for tree removal. This includes emergency dispatch, site preparation, hazard identification and assessment, work-zone and traffic control set-up, tree identification, removal of tree and stump, debris staging, loading, chipping, and transportation
  • Demonstrates and explains safe use and operation of hand and power tools, hazard identification evaluation and assessment, Personal Protective Equipment, and work zone protocol to emergency response backup personnel. Additionally demonstrates proper tree handling, pruning, planting, and watering technique to volunteers and other city staff
  • Carries and responds to emergency after-hours pager, recording relevant information from emergency dispatcher, coordinating activities with utility companies as needed, locating tree problem and hazards, mobilizing additional personnel as needed, and setting up work zones, clearing right-of-way and stage debris
  • Responds to weather-related emergencies such as snow/ice removal, salt-spreader/snow-plow operation, contract tree crew monitoring and tree work inspection, tree damage identification and assessment. This position will be part of an on-call group for tree emergencies outside of the regular Monday to Friday work hours

Typical Qualifications
High School Diploma or GED and four years of related experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid North Carolina Class B Commercial Driver's License with a satisfactory driving record, , or the ability to obtain within 60 days of hire
Preferred Qualifications:
  • Qualified Line Clearance Tree Trimmer
  • NC Work Zone Traffic Control
  • International Society of Arboricultural Arborist

Additional Information
Knowledge, Skills, and Abilities:
  • Arboricultural standards, practices, and techniques
  • Pruning and removing trees using climbing techniques, aerial lifts, and cranes
  • Proficient oral and written communications skills
  • Utilizing computer-based data entry software
  • Climbing and rigging knots, techniques and equipment
  • Operating equipment including aerial lift, articulating loader, brush chipper, stump grinder, front end loader, and dump truck
  • Ability to demonstrate and/or obtain the following knowledge and certifications:
    • Qualified Line Clearance Tree Trimming training
    • Electrical Hazard Awareness Program
    • ANSI A-300 (Part 1) - 2001 Tree Care Operations
    • ANSI Z133.1 Standard, pruning, trimming, repairing, maintaining and removal of trees and cutting brush
    • Safety requirements: OSHA 29 CFR, part 1910.269 Vertical Standard for Electrical Hazards
