Description
Under general supervision, record large sums of money and document all investment activities in support of the Treasury Division of the Controller-Treasurer Department; coordinate all aspects of fund allocation; responsible for all Treasury Division's interactions between the County and financial institutions.
This recruitment is to establish an Extra-Help eligible list for the Controller- Treasurer.
Typical Tasks
  • Accurately record all County investments in order for earnings on invested funds to be apportioned accurately and so that internal accounting and disclosure reports are accurately reported;
  • Prepare monthly reports to apportion interest and balance with the major accounting systems for the pool and investments made for special programs;
  • Prepare affidavits of deposit to record interest received on all securities;
  • Balance with General Accounting on a daily basis and with the Internal Audit Division on a monthly basis;
  • Organize, develop, and revise procedures;Receive and verify income and distributions from various securities and financial instruments pertaining to the County's investment portfolios;
  • Verify cash balance and maintains records of receipts and disbursements;
  • Reconcile County's bank statements and research and verify any discrepancies;
  • Review disclosure reports for accuracy;
  • Set up and release wires transferring funds between County banks;
  • Defines financial reporting and information needs; coordinate system modifications with Information Services Department or appropriate vendors and/or business partners;
  • Generate routine and ad hoc reports to extract data or support operational needs;
  • Respond to audit inquiries;
  • Verify cash, checks and warrants from other County departments, schools, and special districts;
  • Respond to a variety of information requests from both inside and outside the County;
  • Assist other county departments in processing affidavits and receiving tax payments;
  • May be assigned as a Disaster Service Worker, as required;
  • Perform other duties as required.

Employment Standards
Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:
Training and Experience Note: The knowledge, skills, and abilities required to perform this function are normally acquired through a combination of training and experience equivalent to five years of work experience, with three years in the performance of increasingly responsible and difficult clerical fiscal work assignments which required considerable use of initiative and independent judgment.
Knowledge of:
  • Modern office methods and procedures for recording cash and securities transactions;
  • Methods and procedures for documenting investment activity;
  • Methods and procedures of accounting for large sums of money;
  • Financial posting and balancing procedures.

Ability to:
  • Coordinate administrative aspects of fund allocation;
  • Use personal computers;
  • Use financial software applications and platforms;
  • Organize major multiple tasks simultaneously, within a short timeframe, and with minimum allowance for error;
  • Write clearly and concisely;
  • Prepare and maintain financial reports;
  • Exercise sound judgment in handling large sums of money;
  • Develop and maintain cash flow procedures and reporting systems;
  • Maintain good working relationships with other departmental and financial institution personnel;
  • Supervise, review, and evaluate the work of others.
