Nature of Work
The Transportation Engineering Technologist serves in a managerial or program expert capacity in either the engineering or construction field/area of highway and bridge construction and maintenance. This position performs supervision and inspection on construction projects statewide. Manages a unit in a district or division or may manage a specific division-wide technical function requiring expert level knowledge or may be a licensed land surveyor. Maintains records, inputs, verifies, and approves payment quantities and estimates. Coordinates and communicates with various federal and state agency as well as contractors, consultants, and the public. Prepares estimates, change orders, finals projects, and tracks all materials and quantities. Coordinates and supervises all inspection activities for the Statewide Projects administered through Contract Administration as well as supporting District Construction Departments as needed. Reviews plans for upcoming construction projects and performs field reviews as necessary. Reviews payrolls and labor compliance for various construction projects. As a unit manager, duties include supervision of lower level supervisors, technicians and/or professional employees. Performs other related duties as required.

Typical Duties and Responsibilities
• Provide managerial oversight for subordinate supervisors and the program/projects to which they are assigned
• Evaluate the work of subordinate supervisors and employees
• Review and/or calculate technical data relating to engineering and construction projects
• Review project design and construction plans prepared by consultants
• Communicate with consultant engineers to discuss prospective or ongoing projects and plans
• Perform field reviews of engineering and construction projects
• Meet with various parties having an interest in projects, including representatives of state government, legislators, community leaders, regulators and other interest groups
• Monitor and manage budgets associated with projects
• Read and interpret complex design and construction plans Travel may be required, therefore, a valid driver's license may be required.

Required Skills and Knowledge
• Knowledge of principles and practices of civil engineering
• Knowledge of laws, policies, procedures and regulations governing contracts, consultant agreements, purchasing, employment and other matters
• Knowledge of the internal operation of the Department of Transportation
• Knowledge of plan and specification requirements of the Department of Transportation
• Ability to communicate effectively both orally and in writing
• Ability to read and comprehend plans and specifications
• Ability to establish and maintain effective working relationships with others
• Ability to work harmoniously with other employees
• Ability to supervise others.
Required Education and Experience
REQUIRED TRAINING/EDUCATION
• Certification as an Engineering Technologist by the West Virginia Transportation Engineering Technician Certification Board.
REQUIRED EXPERIENCE
• No prior experience required
Substitution (New Hires Only)
• Associate of Applied Science in Highway Engineering Technology degree from a regionally accredited college or university, plus twelve (12) years of paid experience in a technical capacity in a Civil Engineering environment may be substituted for the required training/education.
OR
• Associate Degree in Engineering, Engineering Technology, or similar technical degree from an accredited college or university, plus ten (10) years of paid experience in a technical capacity in a Civil Engineering environment may be substituted for the required training/education.
OR
• Bachelor's degree in Engineering, Engineering Technology, or similar technical degree from an accredited college or university, plus seven (7) years of paid experience in a technical capacity in a Civil Engineering environment OR be licensed as a Professional Surveyor OR be licensed as a Professional Engineer may be substituted for the required training/education.
Special Requirement: Employees functioning as a licensed land surveyor must have a current state license from the State Board of Examiners for Land. Please attach the license to your application for verification.
