The Prince George's County Government Department of Public Works & Transportation is seeking to fill a Transit Planner I/II (Planner 1A) position, grade A18, within its Office of Transportation Division.
EACH APPLICANT MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITIONAbout the Position:
This is a full performance, professional position responsible for developing operating plans for transit service to include bus network design, service frequency, bus stop placement, bus customer facilities, and evaluating County/ WMATA fixed-route transit services. The major duties of this position include the developing plans, enhancing mobility, and recommendations to improve transit services, including route development, modifications, and service expansions through service planning, coordinating, coordinating and sustaining a multimodal transportation system.
Examples of Work
What You'll Do:
  • Monitors/evaluates existing fixed-route services to improve on-time performance and the customer experience.
  • Prepares/submits service evaluations and recommendations for service improvements and adjustments for WMATA/County provided transit service.
  • Assists in scheduling functions including managing routes and stops, adjusting runtimes, blocking of transit trips and run-cutting functions; coordinates implementation of service adjustments/enhancements with appropriate parties.
  • Assists with monthly data analysis and operational reviews and in scheduling functions including computing performance data routes and stops, adjusting runtimes, blocking of transit trips and run-cutting using available software systems like Remix, Swiftly, Clever Devices, etc.
  • Assist in leading planning research efforts, take the lead in major studies reviewing, coordinating, and assisting with daily work activities in the office and the field.
  • Maintains the County's bus stop database and maintains familiarity with operational data including route mileage, vehicle running time, hours of operation and bus stop inventory and develop reports as needed.
  • Coordinates the software database reflects actual stop point locations.
  • Guarantees the General Transit Feed Specification (GTFS), which contains bus stop locations and publicly available schedule information, is accurate.
  • Provides technical assistance in service planning and ArcGIS system data management; and accurately document results of presentations and advises superiors of pending actions, problems or recommendations.
  • Attends and/or staffs public hearings and other required legal proceedings and ensures necessary information and material are prepared and presented within assigned due dates.

Qualifications
What You'll Need:
  • Bachelor's degree in urban and regional planning, urban design, public administration, economics, business administration, transportation planning, political science, environmental science, or other field in the area of assignment.

Any equivalent combination of education, training and experience.
Preferred Qualifications:
  • Proficient use of computers with general knowledge of Window and Cloud base operating systems, including Microsoft Office and planning platforms.
  • Strong knowledge of Grant.gov, SAP, NEOGOV, SPEED, ProjectWise, Clever Devices, Swiftly, Remix, and Trapeze/Novus are preferred.
  • 1+ years of professional transit experience/education.
  • Experience working in a fast-paced, high pressure environment.
  • Ability to demonstrate poise, tact, diplomacy and possesses good judgment and discretion in various settings.
  • Experience interpreting and interacting with federal, state, and local agencies (i.e., DOT, FTA, OSHA, etc.).
  • Excellent communication skills both written and oral.
  • Ability to develop and present researched material/information.
  • Detail oriented, well organized, and possess effective time management skills.
  • Proven customer service and interpersonal skills a must.
  • Proven team player who works well in diverse settings with the ability to work flexible hours or shifts.

Additional Information
CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
Possess and maintain a valid driver's license.
Be willing to participate as an "essential" employee in the Department's Snow and Ice Control Program and other emergency operations as assigned.

General Plan Information:
The Prince George's County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
