NATURE OF JOB:
This position is responsible for operational oversight and coordination of Transit System Programs on behalf of the Bay County Transportation Planning Organization (TPO) and Community Transportation Coordinator (CTC). The Transit Operations Coordinator is supervised by the Transit Program Administrator who works through reports, conferences, and by results achieved.
Essential Functions and Responsibilities
ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
  • Coordinates operational matters with local, state, and federal agencies.
  • Oversees and manages independent contractor/operators on operational matters.
  • Assists in preparing grant applications and seeking new grants.
  • Responsible for operational reports to maintain program income and grant funding.
  • Maintains Operational oversite of grant requirements.
  • Recommends and implements operational policies and procedures in accordance with local, state, and federal regulations.
  • Maintains and prepares bi-annual and annual reports for distribution to local, state, and federal agencies.
  • Coordinates with vendors concerning operational audits.
  • Forecasts annual budget for Operations Division.
  • Participates in workshops, conferences, trainings, public events, and board meetings.
  • Provides technical assistance to local, state, and federal agencies regarding Transit Operations.
  • Gathers operational data for input into the National Transit Database (NTD) as required by federal regulation.
  • Gathers operational data for presentation to local and state boards.
  • Forecasts operational needs for input into the Annual Program of Projects Report.
  • Implements measures to reduce operating cost and/or enhance revenues collected from Transit Operations.
  • Conducts reviews and updates to transit related policies and procedures annually.
  • May attend workshops, conferences, public hearings and events.
  • Assists in the preparation of Request for Proposals, Bid documents and contracts.
  • Coordinates the safety plan and monitor how it is being handled in the field.
  • Review the maintenance plan and monitor how it is being handled in the field.
  • Coordinates the Title VI, program and monitor to ensure compliance with FTA, FDOT, and CTDFL program requirements.
  • Coordinates with the Operator and Construction Manager on the ongoing construction projects to ensure contractual obligations and program requirements are within FTA and FDOT regulations.
  • Monitors the Operator's Drug & Alcohol Substance Abuse Testing program through the State of Florida to ensure it is compliant with program requirements.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
  • Bachelor's Degree in Public Administration, Business Management, Construction Management or related field.
  • Grant management, project management, planning or 2-5 years' in a related field is desired.
  • Must maintain good interpersonal and communication skills to deal with public.
  • Must be able to speak, write, and comprehend English language.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications.
LICENSES AND/OR CERTIFICATIONS
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Knowledge, Abilities and Skills
KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of generating, analyzing and presenting data related to planning.
  • Knowledge of the tools and techniques of public planning.
  • Knowledge of governmental auditing and accounting.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Excellent oral and written communication abilities.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust).
This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.
