The Division of Workforce Solutions is currently working
a Hybrid (onsite/offsite) Teleworking schedule.

The North Carolina Department of Commerce is the state's lead agency for economic, community, and workforce development. The Department works with local, regional, national and international organizations to fulfill its mission to improve the economic well-being and quality of life for all North Carolinians. The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The NCWorks Career Center provides a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, or other placement services.
The NCWorks Training Center develops and provides training and staff development options as part of a comprehensive plan of training for all levels of staff of the statewide NCWorks system, with over 4,000 active users.
This position fulfills duties commensurate with a “second in command” to the Director as it relates to other staff, providing coaching, instruction, procedural guidance. The primary duties include project management, oversight of the learning management system (LMS), development and quality control of internal processes, assessment of training needs of a complex system, analysis of and recommendations on use of resources and capital, logistical event planning including an annual conference, managing contractual agreements, and development and delivery of training.

Knowledge, Skills and Abilities / Competencies


The successful candidate will document on the application that they possess ALL of the following:

  • Proficient in MS Office products, especially Word, Excel, Publisher, PowerPoint.
  • Working knowledge of Articulate 360 or similar software.
  • Knowledge of contracting and procurement, budgeting, LMS management, and the NC workforce development system.
  • Knowledge of learning styles, adult learning methodologies, instructional design, and evaluation.
  • Experienced in use of an LMS.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
