Upon hire, all new CYP employees at MCCS Butler are eligible to receive a $500 recruitment incentive which will be disbursed no later than the second pay period of an employees hire date. This incentive will require a six-month employment commitment. If the employee resigns within the initial six-month period, the incentive payment will be recovered from the employee upon separation.

Retention Incentive. All CYP employees at MCCS Butler will receive an annual $500 retention incentive on the anniversary of their hire date into their CYP position. Employees who transfer from another MCCS location to a CYP position at MCCS Butler will receive the incentive payment on the anniversary of their initial hire date into MCCS Child and Youth Programs.

Referral Incentive. All MCCS Butler employees in grades NF-03 (or equivalent grade) and below are eligible for a $100 incentive payment for any referral that results in the hire of a CYP employee at MCCS Butler. This incentive payment will be disbursed once the referred employee completes 180 days in their respective CYP position.

The referring employee MUST be named as the referral source in the referred employees employment application in order to be considered for this incentive. No referrals will be considered retroactively (i.e., after the employment application is completed and submitted.) Childcare Subsidy Incentive. All CYP employees at MCCS Butler will receive a 100% childcare discount for the first child enrolled in a Child and Youth Program facility.

In addition, CYP employees at MCCS Butler will receive a 50% discount for each subsequent child enrolled in a Child and Youth Program facility. Major Duties NON APPROPRIATED FUNDS POSITION DESCRIPTION JOB TITLE: TRAINING AND CURRICULUM SPECIALIST JOB CODE: 010595 JOB SERIES: 1701 GRADE: NF-4 FLSA STATUS: EXEMPT The purpose of the Child and Youth Program (CYP) Training and Curriculum (T&C) Specialist position is threefold: (1) to provide and deliver a comprehensive training program to CYP professionals that supports the professional requirements of their positions, (2) to assist with the implementation of a developmentally appropriate curriculum/program that fosters the physical, social, emotional, cognitive and language development of children and youth, ages 6 weeks to 18 years, and (3) to promote school readiness and support ongoing school success. A comprehensive CYP training program directly correlates to the quality of child and youth programs provided.

Major Duties and Responsibilities A T&C Specialist is assigned the responsibility of providing training to CYP professionals based on needs of the program. The incumbent is expected to operate independently with minimum supervision toward overall objectives of the programs. Incumbent utilizes child and youth development and training expertise to role model, mentor, coordinate and provide training in support of the implementation of the curriculum.

Serves as an Early Childhood Education/Youth Development resource for CYP professionals by maintaining professional knowledge of curriculum development and materials for the appropriate program and age group. Incumbent will observe for successful implementation of training, assess development of children and youth by direct observation, and provide services that lead to the program obtaining and/or maintaining national accreditation. The duties and responsibilities of the T&C can be grouped into categories, including training, classroom and program support, compliance and additional responsibilities as described below.

Training Orients new CYP professionals to the child and youth system and provides basic information that can be applied in all program settings. Coordinates with CYP Directors to establish training plans and a schedule for professional training. Ensures CYP training opportunities include management, support, and direct care professionals.

Provides training that is appropriate for, and tailored to, the age group of the children and youth with whom the CYP professionals work. Executes the DoD Standardized Module Training Program, provides initial orientation, ongoing annual training and ensures training is available to support career progression. Incumbent arranges for subject matter experts to conduct/support specialized training.

Ensures completion and documentation of required training. Works with CYP professionals to ensure modules are completed. Identifies additional training needs.

Maintains training records and supports Individual Development Plans. Prepares training status reports and recommendations to supervisors and notifies CYP Directors of employees' and providers' training status and performance. Develops programs that encourage and support the pursuit of continuing higher education by documenting requirements for completion of the Child Development Associate or the Military School-Age Credential.

Provides information, assistance and guidance to CYP professionals seeking college-level classes to meet professional goals. Assists FCC Director and FCC Monitor(s) in the accreditation process for providers. Develops a working relationship with local colleges, universities and professional organizations and advises employees/providers about continuing avenues of professional development.

Participates in the CYP Inclusion Action Team meetings as required. Coordinates staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations. Maintains supporting documentation on participants with special needs and ensures proper attention is provided.

Major Duties Classroom/Program Support Ensures implementation and execution of the Marine Corps standardized curriculum within the Child Development Program (CDP). Assists Program Assistants and Leaders by documenting observations and assessments, evaluating classroom environments, approving weekly lesson/activity plans, and providing additional training when needed. Coordinates programming that supports the participant's physical, social, emotional, cognitive and language development regardless of setting or length of time in care.

Ensures quality and consistency of developmental programming to include the environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans. Role models appropriate behaviors and techniques working with children and youth. Observes in program settings during hours of operation to assess employee competency and direct training needs for groups and/or individuals.

Works with other CYP professionals to evaluate classroom or activity area environments and makes recommendations to the CYP Director for the selection of developmentally appropriate toys, materials and equipment. Reviews completed assessment forms and in coordination with the CYP Director, prepares a corrective action plan to remedy identified deficiencies. Monitors progress and assesses program and environment in a timely manner.

Maintains a resource file library to aid CYP professionals in preparing lesson plans and activity schedules and to assist with training objectives. Assists in and supports development and implementation of parent education and parent participation programs. Compliance Provides support for CYP professionals in preparing for inspections and accreditation.

Personnel Management Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance abuse, and take appropriate action.

Additional Responsibilities In the absence of CYP Management, incumbent may assume the responsibilities of the CYP Director and perform duties and requirements of the position. Incumbent is a mandatory reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Perform other duties as assigned.

Qualifications Basic Requirements: (1) A 4-year degree in Early Childhood Education or Child/Youth Development or a related field such as Elementary Education, Special Education, Family and Consumer Science (Early Childhood emphasis) AND 3 years of full time experience working with children and/or youth. OR (2) A combination of education (at least 24 semester hours) and experience, or additional course work, that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth. Qualification Requirements 1.

Knowledge of early childhood or youth education principles, concepts, and techniques to develop, interpret, monitor, and evaluate the execution of curriculum and age-appropriate activities. 2. Knowledge of adult learning techniques and strategies and experience training adult learners.

3. Ability to support DoD certification, accreditation, and staff credentialing (Child Development Associate (CDA), Associate of Arts (AA) Degree) by ensuring that required training is administered and successfully accomplished to meet statutory and program requirements. 4.

Must have the ability to supervise and provide guidance and leadership to employees and providers. 5. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders.

6. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. 7.

Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (Tier 1) with Childcare background checks which are required for positions that involve working with children under the age of 18 8. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. 9.

Must complete all DoD training requirements within the specified time including orientation, initial and annual ongoing training requirements, and required certifications, if any. 10. Must maintain current food handlers, CPR and First Aid certifications.

11. May be required to obtain a government drivers license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
