Job description

Habitat for Humanity’s Terwilliger Center for Innovation in Shelter is seeking proposals from qualified consultants to develop a comprehensive Training Curriculum based on the Center’s Housing Market Systems Development Toolkit. The curriculum should provide a standardized method for building capacity of staff within the Center and Habitat for Humanity International (HFHI) network to apply the fundamentals of systems thinking and human-centered design to housing programming. The existing toolkit will serve as the foundation for creating a Training Curriculum that equips program managers, technical staff, operational staff and others with foundational principles and strategies for navigating complex housing markets. Secondary audiences could encompass professionals working within governmental agencies, NGOs, and private sectors involved in housing and urban development.
Background:
Almost a quarter of the world’s population lives in substandard shelter, impacting their health, livelihoods, and their children’s education. HFHI operates through a federated network of independent National Organizations and branches as well as partnerships in more than 70 countries around the world. HFHI also has an expansive network of affiliates within the United States, serving over 1,000 communities with adequate and affordable housing. HFHI hosts its international headquarters in Atlanta, Georgia, USA.
Since 1976, Habitat for Humanity has helped more than 59 million people worldwide improve their shelter conditions. Yet, Habitat’s construction efforts alone cannot keep pace with the massive and growing need. In fact, no response by governments or private philanthropy alone can meet the shelter needs of 1.6 billion people. Habitat for Humanity thus established the Terwilliger Center for Innovation in Shelter to explore strategies for making housing systems work more inclusively for people in need of decent, affordable housing.
The Terwilliger Center is dedicated to developing innovative, customer-focused products, services, and financial solutions in the housing sector. The center does this by innovating business models across the housing markets in countries like Mexico, Peru, Kenya, India, and the Philippines. Complementing these localized efforts are global programs which have a distinct focus. ShelterTech, which focuses on technology-driven housing solutions that bring cutting-edge advancements to the forefront of housing development; Shelter Venture Fund, which plays a pivotal role in financing pioneering housing projects by channeling capital into ventures that promise to reshape the housing landscape; and Housing Finance Systems, which is dedicated to enhancing the affordability and accessibility of housing finance.
The Terwilliger Center is developing a framework focused on expanding the Center’s approaches beyond country-specific programs towards a sub-regional focus. This shift is meant to extend the Center’s approaches to impact many more families and ultimately reduce the housing deficit in new geographies. A key purpose of this curriculum will be to align the Terwilliger Center’s methodology and approach to program implementation with the ongoing efforts by HFHI to develop a consolidated Housing Ecosystem Assessment (HEA) methodology for understanding the way a housing system works, and to provide an opportunity for the Terwilliger Center and Habitat for Humanity’s National Organizations to co-create community-based and market-based initiatives that address constraints identified in an HEA.
Scope of Work:
  • Conduct a review and analysis of the Terwilliger Center’s toolkit and the HEA to identify core concepts, tools, and methodologies.
  • Undertake a simple needs assessment to identify the training requirements of the target audience.
  • Develop a modular Training Curriculum that covers key aspects of housing systems from both a community-development and market systems development lens, ensuring alignment with current best practices and principles for adult learning.
  • Creating engaging and interactive training materials, including presentations, case studies, and exercises, that impart understanding and skills related to the application of human-centered design.
  • Incorporating feedback from stakeholders throughout the development process.
  • Piloting the curriculum with a small group and making necessary revisions based on feedback.
  • Finalizing the curriculum and providing guidelines for facilitators.

Qualifications:
  • The ideal consultant should possess the following qualifications:
  • Extensive experience in Curriculum Development
  • Proven expertise in human-centered design; experience with applying the principles of systems thinking and market systems development also valuable.
  • Strong understanding of adult learning principles and demonstrated experience in designing training programs for diverse audiences.
  • Excellent communication and collaboration skills with multiple stakeholders.
  • Proven experience in facilitating engaging and interactive training sessions.

Timeline:
  • Proposal Submission Deadline: March 27th, 2024
  • Consultant Selection: April 5th, 2024
  • Project Commencement: April 12th, 2024
  • Final Curriculum Submission: June 30th, 2024

Budget:
  • The range for this consultancy is up to $40,000. The budget covers all fees and expenses related to travel, including accommodation and transportation, for piloting the training in one location (to be determined jointly during the project commencement phase).

  • Cover letter expressing interest and highlighting relevant experience.
  • Curriculum development portfolio, including samples of previous work.
  • Detailed project plan with timelines.
  • Budget proposal outlining the consultant’s fees and any additional costs.
  • Confirmation of understanding and adherence to HFHI ethical standards, data protection, confidentiality, conflict of interest policies, and safeguarding policies
  • Consultants should submit only such information as is necessary to respond effectively to this Request for Proposals. Extraneous presentation materials will not be reviewed. Submissions will be evaluated based on the information provided by the deadline and in relation to the described needs and qualifications.
