Job Description

  • Create Department and Operational curriculums.
  • Help develop online learning modules and other educational materials for staff.
  • Provides ongoing training to ensure staff continuously develop their training knowledge and skills.
  • Develops and compiles training manuals and other training aids, training films/videos/ storyboards, and other tools/equipment to deliver the training message.
  • Partner with leaders in the department to share best practices, partner on solutions, and move the department forward.
  • Collaborate with multiple cross-functional teams to create or build on existing learning programs.
  • Align training with the organization’s strategic goals.
  • Review training materials from various vendors and select materials with appropriate content.
  • Ensure that training content, software, systems, and equipment are appropriate and meaningful.
  • Design staff training programs that align with company goals, industry standards, and staff skill sets.
  • Acts as an internal performance consultant to effectively determine training requirements and other organizational needs, such as communication or process improvements.
  • Develop and design training needs analyses to ensure an appropriate training continuum of learning programs and related materials for functional-specific levels.
  • Conducts department-specific skills gaps analysis to identify areas of training needed
  • Build a feedback loop for training that checks and affirms the understanding of content and long-term knowledge retention.
  • Use metrics from the feedback loop to iterate and refine training content/programs.
  • Monitors and ensures the achievement of results within the approved training department budget.
  • Skilled in planning, prioritizing, organizing, directing, and coordinating staff training on level.
  • Help support a positive staff-oriented company culture that emphasizes quality, continuous improvement, high performance, staff engagement.
  • Knowledge of HUD, federal, state, and local laws and regulations related to low-income housing and AH’s policies and procedures related to the position.
  • Comprehensive and demonstrable knowledge of HUD Housing Choice Voucher and HQS inspection policies and procedures.
  • Ability to interpret and implement complex and changing federal policies and regulations.
  • Knowledge of budget development and administration policies.
  • Knowledge of management skills required to analyze programs, policies, administrative systems, operational needs, and data to develop structures and strategies designed to provide high-quality, cost-effective training to staff.
  • Ability to think creatively and plan, organize, develop, and apply various operational and management concepts and procedures.
  • Creates, organizes, plans, and presents various forms of onboarding, orientation, and skills training for staff and possibly our customer vendors.
  • Develops unique training programs to fulfill workers’ needs to maintain or improve job skills.
  • Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
  • Assesses training materials prepared by instructors.
  • Evaluate program effectiveness through assessments, surveys, and feedback.
  • Maintains knowledge of the latest trends in training and development.
  • Performs other related duties as required.

 

Knowledge and Skill Requirements: 

  • Ability to work in high-pressure situations with tight timelines.

  • Ability to build strong partnerships.
  • Strong facilitation skills coordinating activities across multiple units and departments; must be able to assess, plan, and coordinate departmental training.
  • Requires functional proficiency with technology used on the job including Microsoft Office Suite and proprietary software, and strategic proficiency with using technology applications to support organizational objectives, which includes but are not limited to the following:
  • Must demonstrate expect level Yardi Voyager 7S, SharePoint, HUD Systems (EIV, PIC), Client and Team Building Written Communication and Verbal Communication.

Education and Experience:

 

  • Familiarity with Section 8 housing and HUD policies/procedures and extensive knowledge of federal, state, and city agency laws, codes, rules, regulations, policies and procedures relating to and impacting the HCVP.
  • At least three (3) years of experience in Housing Choice, Public Housing, and Affordable Housing tools, such as HOME, LITCH.
  • Bachelor’s degree in human resources, training, and development or a related field is required.
    At least three (3) years of training experience is required.
  • Familiarity with Section 8 housing and HUD policies/procedures and extensive knowledge of federal, state, and city agency laws, codes, rules, regulations, policies, and procedures relating to and impacting the HCVP.
  • Formal certifications will be required for the job and must be completed within 12 months of the hire date; these may include but are not job-relevant certifications, affiliations, and memberships.
  • An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be substituted for a portion of the education.
