Job description

The County of Volusia is seeking a candidate to fill the position of Traffic Signal Technician/Trainee for the Traffic Engineering Division. This position is located in Volusia County, Florida, and will be responsible for skilled technical work in the construction, installation, maintenance, modification, and repair of Traffic Signals, traffic control mechanisms, and all electronic components to operate traffic control devices.

  • Repairs and maintains Traffic Signals, signal systems, telecommunications and associated equipment throughout the county.
  • Troubleshoots and repair defective Traffic Signals and replaces defective equipment as needed.
  • Performs preventive maintenance work on Traffic Signals and flashers.
  • Constructs and maintains school flashers as directed by supervisor.
  • Performs signal construction work as required.
  • Performs emergency repair on a regular basis.
  • Is required to be on-call on a rotating basis.
  • Attends work on a continuous and regular basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Staff assigned to these positions are classified as essential personnel.
  • May be assigned to other locations based upon operational needs.
  • Performs other duties as assigned.
Minimum Requirements

All applicants:
Must possess and maintain a valid Florida driver's license.
Must obtain a valid Florida commercial driver's license (CDL), class B within six (6) months of hire and maintain thereafter.

Traffic Signal Technician Trainee Minimum Requirements:
Graduation from high school or possession of a GED and one (1) year experience in Traffic Signal construction/installation.
Must obtain the International Municipal Signal Association (IMSA) Intermediate Temporary Traffic Control Technician certification or higher as approved by the IMSA Education & Certification Manager within six (6) months of hire and maintain thereafter.
Must obtain the (IMSA) Traffic Signal Level I certification within one (1) year of hire and maintain until employee obtains the IMSA Traffic Signal Level II certification.
Employees have one (1) year after the acquisition of the IMSA Traffic Signal Level I certification to acquire the IMSA Traffic Signal Level II certification.
A comparable amount of education, training, or experience may be substituted for the minimum requirements.
Employee will be on probation per the Merit System Rules and Regulations, Sec. 86-332.
Must obtain a satisfactory or above evaluation rating.

Traffic Signal Technician Minimum Requirements:
Graduation from high school or possession of a GED and two (2) years' experience in Traffic Signal construction/installation.
Must obtain the International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control Technician certification or equivalent as approved by the IMSA Education & Certification Manager within six (6) months of hire and maintain thereafter.
Must possess Level II Certification by the International Municipal Signal Association (I.M.S.A.) and maintain thereafter.
A comparable amount of education, training, or experience may be substituted for the minimum requirements.

Promotion to Traffic Signal Technician with pay adjustment of 5% or to minimum of pay grade (whichever is greater) with satisfaction or above evaluation rating and upon acquisition of IMSA Level II Traffic Signal Technician Certification.
Note: Acquisition of certification(s) will be at the expense of the employee.
  • Knowledge of principles and theories of electricity and electronics.
  • Knowledge of standard tools, materials, methods, and practices of the Traffic Signal trade.
  • Ability to operate aerial bucket truck for replacing and repairing signal lamps, overhead wiring, etc.
  • Knowledge of signal controller programming and setup as directed by supervisor.
  • Knowledge of occupational hazards and safety precautions of the electrical trade and work involving high voltage.
  • Knowledge of traffic controllers, controller cabinets, overhead regulatory and advisory signs.
  • Basic computer skills and working knowledge of Excel, and Word programs.
  • Ability to work at heights up to 35 feet.
  • Ability to follow oral and written directions.
  • Ability to work on-call on weekends and evenings on a rotating basis.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively, orally and in writing.
  • Ability to work in stressful situations.
  • Must be available for work during emergency situations (e.g. hurricanes, storms, fires, tornados and floods) as required by supervisor or director.

ADA REQUIREMENTS:
Physical Demands: Ability to lift and carry 80 lbs.; reach overhead, climb, stand, walk, balance, push, pull, crouch, crawl, kneel, handle and finger dexterity. Visual acuity (peripheral vision, depth perception and color acuity) necessary to operate motorized equipment and read wiring diagrams/schematics. Hear and talk.
Environmental Demands: Outside work. Ability to tolerate inclement weather including heat, humidity, rain, cold. Exposure to wind, fumes, odors, noise, vibration, dust.
Mental Demands: Ability to read and comprehend technical and professional manuals, procedures, periodicals; maps, wiring diagrams, schematics; instructions, safety rules, memos, letters. Ability to write compound sentences relating information, data, details in reports or summary form. Ability to perform shop math and basic mathematical functions. Ability to speak clearly and concisely; conversant in practices and procedures of discipline to layman.
