Job description

This is skilled work at the journeyperson level in the construction, maintenance and repair of overhead and underground electrical systems and equipment. Also involved is the diagnostic of all solid state equipment.

The Traffic Signal Technician Performs skilled work in installation, repair and maintenance of all Traffic Signals, Traffic Signal equipment, luminaire street lighting, sidewalk accent lighting, school flasher beacons, and pedestrian push button activated systems, traffic network infrastructure and components. Performs technical underground locating of traffic facilities.

Work involves the performance of skilled electrical tasks in the maintenance of electrical Traffic Signals. Work is frequently performed at considerable heights or underground, and may be on or close to live wires.

  • Operates aerial lift vehicles.
  • Works in and around live wires.
  • Interprets and understands sketches, diagrams, blueprints, plans and specifications.
  • Performs labor activities such as shoveling, sweeping, climbing trees etc.
  • Operates computer and traffic software.? Installs and repairs solid-state digital traffic control equipment.
  • Installs, services, and replaces Traffic Signals suspended over streets or located on posts.
  • Inspects, services, and maintains the ornamental streetlights that are the responsibility of the Traffic Bureau.
  • Constructs, maintains, and repairs overhead electrical equipment; string wires, taps wires and installs insulators.
  • Installs, services, and replaces underground cables; pulls, splices and tapes cables.? Repair's battery circuits; tests ground and battery circuits.
  • Drives aerial trucks; keeps the stock of supplies and tools that are carried on the vehicles replenished and in good order.
  • Digs holes, makes forms, pours, and finishes concrete; sets steel poles; uses climbers to climb poles and trees to gain access to overhead wires.
  • Performs related work as required, including other electrical work as needed by the Department of Public Works
  • Graduation from high school, vocational school or its equivalent.
  • An IMSA, Traffic Signal Field Technician Level 2, certification is required.
  • IMSA Roadway Lighting Technician Level 1 certification is required.
  • Extensive training and troubleshooting skills in electronics and software.
  • Six (6) years experience in the electrical trade, two (2) years of which were in the Traffic field.
  • Possession of, or ability to obtain, a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

Comments

  • Job requires manual lifting up to approximately 80 lbs.
  • Job requires walking, squatting, bending, kneeling, reaching, climbing, crawling for up to eight (8) hours a day, frequently in unfavorable weather conditions.
  • This position is full-time 40 hours per week and additional hours may be scheduled as needed depending on workload.
  • Provides emergency response for malfunctioning Traffic Signals. Periodic on-call status for malfunctioning Traffic Signals or other damaged traffic control devices. Performs other related duties as required.
  • Considerable knowledge of standard methods, materials, tools, and equipment of the electrical, electronics and lineman trade, including methods and techniques involved in working on both power equipment and communication equipment, including solid-state equipment and the ability to trouble shoot problems associated with knowledge of these problems.
  • Traffic signal maintenance.
  • Knowledge of Manual on Uniform Traffic Control Devices.
  • Maintenance of intersection communications.
  • Experience working with fiber optics.
  • Network component settings.
  • Installation and maintenance of pedestrian crosswalks
  • Knowledge and ability to construct from ground up (I.e. Install mast arms and strand poles including foundations.
  • Ability to install span wire.
  • Ability to transfer utility pole attachments.
  • Considerable knowledge of the occupational hazards and safety precautions of the trade.
  • Knowledge of electrical and electronics theory and principles.
  • Skill in locating and adjusting defects in electrical and electronics systems and equipment, including solid-state and digital communications equipment.
  • Skill in the use and care of tools and equipment of the electrical, electronics (including solid-states) and lineman trades.
  • Ability to understand and follow oral and written instructions and to read and interpret sketches, diagrams, blueprints, plans and specifications.
  • Knowledge in the operation of computers and traffic related software.
  • Ability to operate computer systems and traffic related software.
  • Ability to perform all tasks required of a Signal Technician I (lower position).
  • Ability to maintain required record keeping systems.
  • Ability to climb poles and to work at heights.
  • Ability to interact with fellow employees and the public.
  • Ability to perform response maintenance on solid-state equipment up to the device exchange level.
  • Capability to diagnose a vehicle loop failure and initiate corrective action.
  • Ability to tune detector amplifiers. ? Ability to follow writing schematics; check and set timings from plan sheets; and check all field connections.
  • Ability to repair modules in the shop and to design test equipment needed to diagnose and repair a problem.
  • Ability to make design and modifications to implement or omit special functions, e.g., adding an overlap movement.
  • Ability to properly use a Computerized Maintenance Management System (CMMS), Work Order Management System, and Asset Management System to ensure accurate record keeping of the Bureau.
  • Functional working knowledge of PennDOT Publication 191, Traffic Signal Maintenance Manual.
