The primary purpose of this position is to plan, manage and analyze personal property business processes in order to improve movement experiences for Department of Defense customer's services by Air Force Personal Property Offices worldwide.

Duties
  1. Provides personal property entitlements interpretations and other related support for Air Force Major Commands (MAJCOMs), Joint Personal Property Shipping Office (JPPSOs)/Consolidated Personal Property Shipping Office (CPPSOs), and other Air Force (AF) Personal Property Offices around the world.
  2. Serves as personal property data analyst in support of organization's role as single manager for personal property reports and analysis.
  3. Participates in project/study work. Serves as a team leader for enterprise level projects as a subject matter expert (SME).
  4. Manages Personal Property Activity (PPA) enterprise Manager's Internal Control (MIC) and Logistics Compliance Assessment Program (LCAP) programs.
  5. Generates, staffs, and presents Personal Property Activity (PPA) Head Quarters (HQ) policies, procedures and directives to a variety of directors, supervisors, and personnel assigned to HQ, installation and functional area organizations.
  6. Identifies and establishes Air Force Enterprise Personal Property Information Technology (IT) requirements and serves as member of Air Force (AF) Personal Property Information Technology Systems Executive Agency Team.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes include managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the TRAFFIC MANAGEMENT function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint. Comprehensive knowledge of a wide range of TRAFFIC MANAGEMENT principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation; Department of Defense (DoD) transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Comprehensive knowledge of air terminal operations for personal property transportation including handling of such items as household goods, unaccompanied baggage, mobile homes, privately owned firearms and vehicles.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of TRAFFIC MANAGEMENT and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which Department of Defense (DOD) and other federal agencies and industry operate.
  2. Knowledge, experience, and decision making is required in Congressional entitlements, Comptroller General, General Accounting Office, Code of Federal Regulations, United States (US) Codes, DoD, Air Force, Army, Navy, Marine Corps, US Coast Guard, US Treasurer, Bureau of Customs, foreign government, state, and local regulatory requirements as they relate to personal property movement/storage, entitlements, and personal property information technology matters.
  3. Knowledge of automated data processing concepts and personal property systems capabilities to accomplish assigned reports and analysis functions.
  4. Knowledge of Manager's Internal Control Program requirements.
  5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to monitor, control, and regulate inspection/evaluation-type activities.
  6. Skill to develop innovative and feasible solutions to complex issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
