Job description

Field Operations Planner II:

As Field Operations Planner II performs Planning and Programming activities in support of management-related programs, Traffic Data collection contracts, and department maps using ArcGIS and TxDOT's Statewide Traffic Analysis and Reporting System (STARS II). Work requires data collection activities in heavy traffic and statewide travel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

 Field Operations Planner III: 

As Field Operations Planner III performs complex Planning and Programming activities in support of management-related programs, Traffic Data collection contracts, and department maps using ArcGIS and TxDOT's Statewide Traffic Analysis and Reporting System (STARS II). Work requires data collection activities in heavy traffic and statewide travel. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Field Operations Planner II:

  • Develops and implements short and long-range local and statewide plans and projects.
  • Develops and maintains traffic count, site location, and map databases using ArcGIS and TxDOT's Statewide Traffic Analysis and Reporting System (STARS II).
  • Assists in reviewing and preparing correspondence, reports, maps, studies, giving briefings and making presentations regarding program activities.
  • Evaluates consultant and vendor performance for contractual compliance.
  • Monitors and analyzes activities of assigned functional areas and provides information that may impact them.
  • Performs Planning and Programming activities in support of management-related programs, Traffic Data collection projects, and department maps using ArcGIS.
  • Performs traffic studies involving traffic counts, data collection, and maps.
  • Responsible for annual highway and county road traffic count program. Drives and travels in state vehicle and uses public transportation.
  • Performs Traffic Data collection activities in heavy traffic.
  • Visits assigned areas to participate in planning program development and implementation. Drives in state vehicles to perform duties.
  • Works with consultants, vendors, and other entities.
  • Performs other job responsibilities as assigned.

Field Operations Planner III:

  • Performs complex Planning and Programming activities in support of management-related programs including TxDOT's Traffic Data Collection
  • Programs and use of the Statewide Traffic Analysis and Reporting System (STARS II).
    Reviews and prepares correspondence, reports, maps, studies, gives briefings, and makes presentations regarding program activities.
  • Administers highway performance monitoring activities and is responsible for the highway performance monitoring system.
  • Analyzes departmental needs, changes and enhancements, and makes recommendations.
  • Conducts or participates in District and Regional Planning Meetings.
  • Coordinates planning projects involving district, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state, and federal agencies.
  • Evaluates consultant and vendor performance for contractual compliance.
  • Performs traffic studies involving traffic counts, data collection, and maps. Drives and travels in state vehicles and uses public transportation.
  • Responsible for annual highway and county road traffic count program.
  • Works with consultants, vendors, and other entities.
  • Performs other job responsibilities as assigned. 

Minimum Qualifications:

Education: Bachelor's Degree in Transportation Planning, Urban Planning, Business Admin or related field.
Experience:

Field Operations Planner II:

2 years Planning, Research, GIS, or data analysis-related activities. (Experience can be satisfied by fulltime or prorated part-time equivalent)
-Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Field Operations Planner III:

3 years Planning, Research, GIS, or data analysis-related activities. (Experience can be satisfied by fulltime or prorated part-time equivalent)
-Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes.
  • Subject to noise.
  • Subject to vibration. Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs. 
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand.
  • Talking-expressing or exchanging ideas by spoken words.
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.

Other Conditions:

  • Applicants selected for an interview will be required to perform a job simulation to assess mapping skills using ESRI suite of ArcGIS software.
