Position Information


Join TxDOT’s Transportation Programs Division team as the Professional Development Academy Program Administrator. We’re looking for someone to conduct research and analysis of the TPD Professional Development Academy Program, and other specialized projects and activities with department-wide impact.

Position Description


Performs high level professional and consultant work in conducting research and analysis of the TPD Professional Development Academy (PDA). Program, and other specialized projects and activities with department-wide impact. Program development involves research, training, policy, and procedure development and assisting managers in the identification and career key positions. Performs work as part of the PDA, in TPD (Training) section. Work requires contact with all levels of the Agency, technical schools, community colleges, universities, vendors, as well as state and federal organizations. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Plans, designs, develops, coordinates, administers and instructs Department training curricula as needed
  • Provides guidance and career services to employees seeking to address gaps in performance, training, education, experience, and other talent development gaps.
  • Serves as an advocate for Career Development - including training, education, and professional development - successfully scaling customer interaction all the way from the Commission-level down to the most junior employee.
  • Consults with district and division stakeholders on training, education, and professional development
  • Assists in identifying the need for new programs.
  • Assists in providing management with periodic status reports regarding program activities and progress
  • Conducts program or project analyses and develops and recommends solutions/methods to increase productivity/efficiency and/or streamline operations.
  • Conducts research and analysis on complex issues, legislation, departmental policies and assists in developing departmental policy positions pertinent to those issues and areas of expertise.
  • Interprets and ensures compliance with federal and state laws, rules and regulations.
  • May serve as a lead worker and the related tasks.
  • Performs specialized analyses as a consultant to the Administration and other Department staff on controversial and/or sensitive plans, issues, and initiatives.
  • Responds to information requests.
  • Applies best practices in instructional design to create engaging, effective learning materials and programs. Utilizes a variety of instructional strategies to cater to diverse learning styles and preferences.
  • Oversees and facilitates the delivery of training programs. Ensures that training is delivered in an effective, engaging manner that maximizes learner participation and knowledge retention.
  • Explores and implements a range of training delivery modalities, including classroom training, e-learning, virtual classrooms, and on-the-job training, to ensure accessibility and effectiveness of training programs.
  • Integrates innovative approaches and technologies to elevate the quality and impact of training programs; Stays abreast of the latest trends in training and development to ensure employee development.
  • Designs and administers surveys and feedback mechanisms to measure the effectiveness of training programs. Uses insights gained to make data-driven improvements to future training initiatives.
  • Meets with stakeholders and product owners across agency to ensure training objectives are aligned with departmental goals and priorities; Fosters a collaborative environment to support training initiatives.
  • Reviews and optimizes instructional design methodologies based on feedback and performance data. Ensures training content remains relevant, effective, and aligned with the agency goals.
  • Serves as a project leader.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years of experience in career development, training & development, policy analysis, strategic planning or other related business operations. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Certified Professional in Training Management (CPTM), Certified Professional in Talent Development (CPTD), formerly CPLP certifications, Project Management Professional (PMP) Certification.

Preferred Qualifications:

  • An advanced degree in Human Resources, Organizational Development, Education, or a related field.
  • Experience in the public sector, especially roles involving coordination with educational and governmental organizations, is preferred.
  • Analyze, Design, Develop, Implement, and Evaluate (ADDIE) and/or Successive Approximation Model (SAM) experience.
  • Experience in Development and Implementation of extensive training plans with various categories.
  • Program Administrator
