INTRODUCTION:

This position will work with the Community Health Department, Community Health Clinic, and other tribes and outside agencies to fulfill the grant objectives of the CTSI Tobacco Prevention and Education Program.

DUTIES:

  • Collaborates with the Community Education Coordinator and Prevention Coordinator to establish baseline prevalence data regarding Siletz Tribal youth risk behaviors including use of tobacco, drugs, and alcohol. Specific functions include survey instrument and analysis, and tribal wide publication/presentation of results.
  • Submits monthly articles to the Siletz Tribal Newspaper to educate the Tribal community on aspects of the program including promoting tobacco-free environments, reducing youth access to tobacco products, and promoting linkages to cessation resources.
  • Works with Tribal youth to develop a Native American-specific PSA for local radio, and coordinates broadcasting within selected markets.
  • Promotes linkages to cessation resources by researching availability and funding mechanisms.
  • Provides leadership in community interventions to reduce childhood exposures to environmental tobacco smoke (ETS).
  • Participates on county tobacco prevention coalitions.
  • Documents activities fulfilling grant requirements.
  • Provides grant reports in accordance with Oregon Health Division requirements.
  • Collaborates with Community Education Coordinator to submit grant proposal for next funding cycle.
  • Participates in emergency response during Community Health impacted events when funding allows.
  • Other duties as assigned.

SUPERVISORY CONTROL:

  • Works collaboratively under the direct supervision of the Community Education Coordinator who defines objectives, priorities, deadlines, and who has lead responsibility to resolve difficult situations.
  • Work is reviewed on an on-going basis for accuracy and compliance. The employee is expected to work collaboratively and use a team approach to resolve difficulties that may arise.

GUIDLINE:

  • Guidelines are established by the tobacco grant, CTSI Personnel Manual, and various other reference materials.

COMPLEXITY:

  • This position requires a willingness to develop knowledge of tobacco policy and working within the scope of the grant.

SCOPE AND EFFECT:

  • To maintain grant objectives.

CONTACTS:

  • Contacts are with program participants and their families, general public, vendors, other employees, parents, IHS, state office, etc.

PURPOSE OF CONTACT:

  • The purpose of the work is to assist in the development of program activities that supports grants objectives.

CONDITIONS OF EMPLOYMENT:

  • Selectee will be required to submit to a urinalysis to screen for illegal drug use before employment. We are a drug free work environment.
  • Selectee will need to provide valid driver’s license and proof of automobile insurance.
  • Selectee understands that they must prove that they are authorized to work in the United States.
  • Selectee will be subjected to a criminal history background check.
  • Selectee authorizes the employing agency to verify the employment and education information provided on employment application.
  • Selectee agrees to conform to all the CTSI’s rules and policies.

WORK ENVIRONMENT:

  • Work is primarily performed indoors where minimal safety considerations exist. On occasions may work outdoors or offsite for activities.
Requirements:

REQUIREMENTS:

High school diploma or GED.

Knowledge of:

  • Basic statistical concepts and methods highly desirable.
  • Basic understanding about programming fundamentals to make prevention, cessation, and education accessible and effective.
  • The relationships tribal people have to sacred tobacco culturally and ability to implement culturally specific programming to support education and prevention of commercial tobacco products highly desirable.

Experience in:

  • Operating Microsoft Word, PowerPoint and production of documents utilizing imported graphics.
  • Public speaking skills.
  • Supporting commercial tobacco prevention and education focused programming, activities, and objectives highly desirable.
  • Understanding the complexities of addiction and the intersectionality of tobacco use in those experiencing substance use disorders.

Ability to:

  • Excellent communication skills including the ability to communicate concepts and ideas coherently, and to write with clarity using proper grammar.
  • Organizing or mobilizing activities in small communities.
  • Work respectfully and effectively with people of diverse ages and educational levels.
  • Function in a professional manner with minimal supervision in a variety of community settings.

Other:

  • Personal flexibility allowing occasional evening and/or weekend grant-related activities and willingness to travel to other Siletz tribal service areas.
  • Must possess a valid driver's license, insurance and be eligible to drive a GSA vehicle.
  • Must maintain abstinence from commercial tobacco and illegal drugs.
