GENERAL INFORMATION
JOB TITLE: Title V Project Director
DEPARTMENT: Office of the President
REPORTS TO: President
LOCATION: Pasadena Campus / Possible Remote
POSITION SUMMARY:
Reporting to the President, the Director's job is to provide leadership and oversight in the administration of the Department of Education (ED) Title V Initiative (hereinafter "Grant"), as outlined in the Grant application. The Program Director will work closely with the Department of Student Services to build and implement strategic initiatives designed to enhance student success and retention.
This is a grant-funded position under the ED Title V. Each grant year is contingent upon renewed funding by the Department of Education and is not assumed.
SUPERVISION RECEIVED:
The incumbent establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals. Only the final results of work are typically reviewed.
SUPERVISION EXERCISED:
Directly supervises grant-funded staff designated in support of the Grant. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
ESSENTIAL FUNCTIONS*:
  • Provide leadership in the administration of the Grant consistent with the grant application.
  • Coordinate and oversee project activities; support outreach efforts to increase the access, retention, and graduation of Hispanic and low-income students.
  • Oversee the coordination of services for students who participate in program activities.
  • Supervise, lead, and manage Grant-funded staff members designated in support of the Grant, includes making hiring and disciplinary decisions; provide feedback on performance and approve timesheets
  • Analyze and ensure the progress of the grant annual operations based on the stated objectives
  • Collaborate with the grants management team to ensure that all required reports are prepared accurately to submit to the Department of Education; ensuring accurate documentation of Grant fiscal records, student records, and evaluation data.
  • Collaborate with internal faculty, staff, and external evaluators to develop reports.
  • Oversee the selection, training, and supervision of student office workers.
  • Create collaborative relationships with Student Services, Academic Advising, and the Career Center to ensure that actions, activities, and resources are effectively coordinated and utilized to achieve the Grant objectives
  • Manages all fiscal activities related to the grant in conjunction with the Sponsored Programs Office and develop annual budgets in adherence to grant funding
  • Conducts ongoing program evaluation, communicate results to Pacific Oaks, the United States Department of Education, other stakeholders, interested communities, and external evaluators
  • Works with The Community Solution Marketing Department to design and disseminate project information via social media, newsletters, brochures, and other appropriate channels
  • Works collaboratively with the key stakeholders on campus including students, faculty, the president and cabinet, Campus Diversity and Inclusion, and Institutional Research and Effectiveness Office
  • Coordinates communication with deans, program directors, and faculty to meet the academic programs' needs and desired outcomes
  • Collaborates with the Director of Institutional Research and the Director of Campus Diversity and Inclusion to charge and support two full-time staff members funded by the grant (CDI HSI Specialist and Institutional Research Specialist) to ensure adherence to grand outcomes, and train, supervise, and evaluate student assistants
  • Solves operational problems as they arise and document best practices
  • Performs other related duties and special projects as assigned

KNOWLEDGE:
  • Understanding of best practices and strategies for promoting diversity, equity, and inclusion on college campuses, preferably at an HSI or other MSI
  • Knowledge of best practices and strategies for advancing the success of students at Hispanic Serving Institutions
  • Knowledge of standard budgeting and expenditure control procedures and documentation.
  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • A thorough knowledge of: Business English and arithmetic; general office methods, procedures, and practices.
  • Excellent telephone courtesy knowledge and experience.

  • SKILLS:
    • Skill in the use of personal computers and related software applications.
    • Strong organizational skills and detail oriented.
    • Strong interpersonal and communication skills; bilingual in English & Spanish is preferred
    • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
    • Strong project management skills with the ability to manage multiple projects simultaneously, delegate tasks and collaborate with Teams across numerous departments.

POSITION QUALIFICATIONS:
Education: Master's degree (M.A.) or equivalent years of experience in a relevant field; Doctorate degree is preferred.
Experience:
  • A minimum of three years of experience in grant management, preferably federal grant initiatives, and/or program development, supervision and evaluation, budget management, use of data to inform decision-making
  • A minimum of 5 years of experience in higher education
  • Experience with or commitment to working with Latine student populations
  • Demonstrated commitment to advancing diversity, equity, and inclusion, and promoting social justice on campus and beyond
  • Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of students coming to Pacific Oaks College, including those with physical and/or learning disabilities
  • Demonstrated leadership ability
  • Demonstrated commitment to, and high level of achievement in cross-cultural competency and ability Strong organizational and project management skills, with the ability to manage multiple projects simultaneously, delegate tasks, and collaborate with Teams across numerous support offices
  • Experience with event planning and management

The noise level in the work environment is usually quite to moderately noisy while in the office. The office temperature is about 70 degrees.
DECISION MAKING:
The position is governed by the policies of Pacific Oaks, along with established procedures for the department. Independent judgment is required in the supervision of personnel as well as in the carrying out of the department's strategic goals and budget management.
CONTACT RESPONSIBILITIES:
Routine exchange or presentation of information.
Responsible for demonstrating professionalism and leadership in resolving conflicts with students and employees. Recommends alternative approaches to solve problems and conflicts.
FINANCIAL RESPONSIBILITY:
This position does require the management of budgets, but it is required to follow Pacific Oaks policies for purchasing and budget approvals.
Compensation & Benefits
This opportunity is budgeted at $91,280.00-100,335.00 base compensation. Additional compensation factors may impact total compensation.
