(Job #526537) Administrator I, Title IX Investigator,Salary Range: $3,750 - $11,146 monthly. Hiring Range: $6,000 - $6,600 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, exempt, 12-month pay plan permanent position in the Title IX Department. This position is an Administrator I in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President. Position Summary: Under the general supervision of the Title IX Coordinator, the Investigator's primary responsibility is to conduct well-documented investigations as a neutral party into complaints filed by students, faculty, and staff that fall under the CSU's Nondiscrimination Policy, and provide detailed, unbiased reports on findings of material facts relevant to the investigation.  Throughout the investigative process, the Investigator interfaces directly with parties and witnesses to a case, directing them to university resources and prioritizing the privacy of student concerns, policy compliance, and a trauma informed approach in all direct interactions.  The Investigator also oversees the development and delivery of Title IX and Discrimination, Harassment, and Retaliation (DHR) Prevention outreach and education presentations across campus, and serves as a Hearing Coordinator when needed.

 

Key Responsibilities:

Incident Report & Formal Complaint Intake, Assessment, and Investigation - Along with the Title IX Coordinator, the Investigator serves as one of two investigators assigned to cases alleging violation of CSU Nondiscrimination Policy - which covers Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking, and Retaliation.  For all assigned cased, Investigator duties include:

  • Conduct intake interviews with students and employees identified as complainants in an incident report or formal complaint
  • Inform parties to a case of their rights and responsibilities under CSU policy
  • Provide supportive measures and resource referrals to all parties
  • For cases involving a formal complaint accepted for investigation, act as a neutral, independent investigator and conduct prompt, thorough, unbiased investigations of reported incidents consistent with CSU policy:
  1. Interview all parties and relevant witnesses;
  2. Identify and gather information and documents relevant to the resolution of the complaint;
  3. Prepare and submit preliminary investigation report;
  4. Oversee Review of Evidence process; and,
  5. Prepare and submit final investigation report.
  6. As needed, prepare documentation to initiate and complete the informal resolution process consistent with CSU policy
  • Maintain accurate and thorough records and notes of the investigative process in case management system

Title IX & DHR Prevention Outreach & Education - Oversee the planning, coordination, and execution of a robust outreach education program:

  • Plan, coordinate, and conduct training and facilitated sessions with faculty, staff, and students focused on issues of discrimination, harassment, sexual misconduct, and sexualized violence, and the provisions of CSU policy specific to these violations
  • Collaborate with campus stakeholders on projects related to sex/gender discrimination, harassment, and retaliation

Hearing Coordination - For formal complaints that proceed to hearing in which this position is not the assigned investigator:

  • Manage all aspects of the CSU policy-mandated hearing process (planning and execution of hearings), which includes scheduling hearings; notifying witnesses of the hearing; coordinating videoconferencing; liaising with Hearing Officer; and managing all hearing related tasks

  • Understanding of the sensitivity and thoughtfulness required when handling matters of discrimination, harassment and sexual violence.
  • Success in working with diverse communities and a demonstrated commitment to diversity.
  • Demonstrated ability to collaborate well with others, including students, staff, and faculty.
  • Ability to facilitate productive conversations on difficult topics with various constituencies.

Minimum Qualifications:

  • Bachelor's degree from an accredited institution
  • Three years of experience in positions responsible for compliance with state and federal laws and regulations; investigations and report writing; higher education human resources; higher education student health services; or higher education student conduct.

Preferred Qualifications:

  • Experience performing Title IX compliance tasks
  • Experience conducting investigations and making findings
  • JD or advanced degree related to Title IX
  • Demonstrated skills in delivering trainings
  • Knowledge of Maxient case management system
