GENERAL: This Performance Work Statement (PWS) is for a non-personnel services contract to provide Information Technology (IT) professional services. The requirement is for three professional service contractors to work full-time both on premises and from a remote location for the Merit Systems Protection Board (MSPB), providing system administration, network engineering and telecommunications professional support to the MSPB IT Operations Team, including emergency outage support.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, supervision, and non-personal services necessary to perform system administration, and telecommunications and network engineering support as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The Merit Systems Protection Board (MSPB) is a small, independent, quasi-judicial agency in the executive branch that serves as the Client of the Federal merit systems. MSPB has approximately 220 internal users, and interfaces with the public and other Federal Agency employees. The MSPB's IRM is responsible for the deployment, maintenance, and end user support of all IT infrastructure, network operations, cybersecurity, as well as enterprise and desktop business applications and systems. The MSPB is in transition between end-of-life, legacy network and applications and in-process network and application modernization efforts.
1.3 Objectives: MSPB requires a System Administrator II to support daily maintenance, troubleshooting, and modernization of legacy Microsoft application servers, network, and authentication servers. MSPB requires a Network Engineer II to support daily maintenance, troubleshooting, and modernization of legacy Cisco / Arista network infrastructure. MSPB requires a Telecommunications Engineer/Analyst II to support current systems, and to provide a safe transition of agency phone lines to Telecommunication per the GSA EIS contract vehicle and transition the Agency's telecommunications platform to a VOIP system. 9 Skill set info The Telecommunications Engineer/Analyst II will support IRM's IT operations by maintaining, troubleshooting, providing emergency issue resolution, and managing the daily effort to migrate MSPB HQ and eight (8) regional office phone lines to GSA's Enterprise Infrastructure Solutions (EIS) contracts including coordination of GSA, local carriers, long distance carriers and IPC ShoreTel. In addition, the Telecommunications Engineer/Analyst II will support agency efforts to migrate from traditional phones to softphones.
Telecommunications Engineer/Analyst II experience
A minimum of five years' experience, of which at least three years must be specialized. Specialized experience includes:
Designing, engineering, and troubleshooting phone systems
Coordinating phone system troubleshooting and modification efforts with multiple carriers, vendors, and teams
Coordinates project planning and tasks with appropriate carriers, vendors and teams
Familiarity with POTS, Fax Lines, VOIP, and Centrex Services
Familiarity with IPC ShoreTel
Familiarity with commonly used soft phones
Familiarity with commonly used Web Video and conferencing products 10 Education An Associate's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required. With a Bachelor's degree (in the fields described above), four years' experience of which at least two years must be specialized.
