Job description

Summary: Yorktown Systems Group is seeking a Test and Evaluation Analyst to support the Maneuver Requirements Division (MRD). The Maneuver Requirements Division (MRD) is a requirements determination office with the M-CDID. MRD performs key roles in the Joint Capability Integration and Development System (JCIDS) process with a maneuver, mounted combat system, and Brigade Combat Team (BCT) Mission Command (MC) focus.

MRD projects are aligned with the Army's maneuver portfolio. MRD leads the assessment of maneuver and BCT mission command capabilities to identify gaps and develop integrated Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) requirements to resolve or mitigate those gaps. It supports the JCIDS Capability Based Assessment (CBA) by providing the identification of needs combining joint concepts with analysis and is responsible for the management of operational architectures.

MRD is responsible for the management of the maneuver Test and Evaluation requirements in coordination with the D-CDID Test and Analysis Office (TAO). MRD is responsible for leading the determination of DOTMLPF-P maneuver force requirements, recommending priorities, documenting changes, and providing supporting analysis. Specific duties may include, but are not limited to: Maintain awareness and understanding of Key Performance Parameters (KPP), Key System Attributes (KSA), and Additional Performance Attributes (APA) for programs of record.

Develop Critical Operational Issues and Criteria (COIC) and Doctrinal and Organizational Plan (D&OP) for operational test. Participate in Test and Evaluation Master Plan (TEMP) development. Maintain awareness and understanding of OMS/MP for programs of record.

Support and participate in ICDT and IPT. Monitor and support operational, developmental, and live-fire test. Coordinate requests for Soldiers to participate in test events, which include Software BETA testing, User Juries, Safety Confirmations, Safety Releases, and other test events as they emerge.

Support Type Classification and Materiel Release activities. Participate in regularly scheduled test meetings either on site or by remote means (Teleconference, VTC, etc.) with test agencies and prepare user jury test plans and data collection for use by test agencies and centers. Research, analyze, and report on combat and training related incidents and determine applicable lessons learned.

Analyze Soldier Survey results and provide report on areas that affect or influence MRD projects. Maintain contact with Operating Force/user community to gather data on their required capabilities, lessons learned, and best practices. Support design, planning, documentation, and execution of Program Performance Demonstration or similar type of operational event.

Research and recommend changes, additions, or new tactics, techniques, and procedures.Required Qualifications: Must have completed the TST 102 Fundamentals of Test and Evaluation course. Must have demonstrated skill in operating a computer in order to input, retrieve, develop, and manipulate a variety of data and working knowledge of Microsoft Windows and Office tools to perform said tasks. Must have practical experience in the operation, employment, or sustainment of combat vehicles and mounted weapons systems.

Must be able to perform capability gap and DOTMLPF-P analysis to inform requirements; develop, write, assemble, and staff capability requirements documents, Operational Mode Summary/Mission Profile, and Basis of Issue Guidance; perform Capability Based Assessment and Material Solutions Analysis; conduct product research; and develop Critical Operational Issues and Criteria (COIC) and Doctrinal and Organizational Plan (D&OP) for operational test. Must have a working knowledge JCIDS and its processes. Clearance: Secret Clearance is required.
