The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885M and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing, and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity
We are pursuing a qualified candidate to fill a Telecommunications Systems Engineer position in the Innovation and Business Management Division. The position designs, plans and develops TELECOMMUNICATIONS SYSTEMS, including equipment. Such systems include monitoring systems, and associated circuits for the transmission, reception, and display of voice, data, telephone, public address, audio, video and intercommunications systems.

Positions allocable to this class receive technical and administrative supervision from a Supervising Telecommunications Systems Engineer and may receive technical supervision from a Senior Telecommunications Systems Engineer. Incumbents are responsible for independently designing a smaller scale telecommunications engineering system. Work assignments require understanding of telecommunications engineering principles, practices, and techniques as well as proficiency in applying established methods and procedures to the solution of engineering problems. Positions in this class may be assigned to specialized functional areas, such as microwave, radio, or telephone and data networks. Completed work is reviewed for conformance to the objectives of the assignment and to departmental standards.What You Will Do
Designs, plans, and develops TELECOMMUNICATIONS SYSTEMS including equipment, components, circuits,; such systems include monitoring systems, voice and data systems, and other fixed and mobile communications equipment.
Designs building communication systems, such as telephone, public address, audio, video, intercommunications, WiFi, closed-circuit television (CCTV), and access control systems.
Prepares specifications for equipment, circuits, and systems implementation to ensure adequacy of design features and compliance with general design and operational requirements.
Prepares installation plans and cost estimates for the configuration, interconnecting circuitry, and location of equipment, and inspects construction to ensure contractor's conformance with blueprints and specifications.
Provides monitoring and troubleshooting for telecommunication systems and related equipment.
Manages IOS upgrades for telecommunication systems.
Contacts public utility companies, public safety agencies, vendors, and other agencies to coordinate the implementation of assigned systems. Requirements to Qualify
Graduation from an accredited college* with specialization in Electronics Engineering, Telecommunications, Computer Science, Information Technology, or in a related physical science -AND- Three years engineering experience planning and designing one or more of the following specialties: cloud services, infrastructure design, structured cabling systems, network, voice systems, closed-circuit television, access control systems, wireless network design or related complex TELECOMMUNICATIONS SYSTEMS. For applicants having California State Registration as an Engineer-In-Training, one year of the required experience will be accepted for each year of college.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Expectations
2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Special Requirement Information

Desirable Qualifications:
Additional points will be awarded for additional experience beyond the requirements.
  • Recent proficient AutoCAD experience**
  • Building Industry Consulting Service International (BICSI) Registered Communcations Distribution Designer (RCDD) certification
  • Outside Plant (OSP) certification
  • Certified Technology Specialist (CTS) certification
**Proficient AutoCAD experience is defined as having an understanding of 3D modeling, layering techniques, construction documentation, drawing set-up, and plotting functions, etc.Our Assessment Process:
This examination will consist of two (2) parts:
Part I - An Evaluation of Training and Experience based on application information and desirable qualifications weighted at 25%.
- AND -
Part II - A structured oral interview covering training, experience, interpersonal skills, and general ability to perform the duties of the position weighted at 75%.
You must achieve a passing score of 70% or higher on each assessment in order to be added onto the list of eligible candidates.
