Job Overview:
We are a dynamic and forward-thinking organization dedicated to leveraging technology for the betterment of our community. As we continue to expand our team, we're seeking a talented individual to join us as a Technology Systems Developer. This role is an integral part of the Utilities Team within the Applications Services Division.
Duties include but are not limited to
As a Technology Systems Developer on the Utilities Team, you will play a key role in providing web-based solutions and support for existing applications. Your responsibilities include, but are not limited to:
Applications :

• Designing, developing, and supporting applications using technologies such as Oracle database (11g and above), PL-SQL, and Unix Shell Scripting.

Documentation:

• Creating documentation in support of the software development life cycle during the stages of requirements gathering, design, and implementation.

Data Analysis:

• Developing and executing database queries for the purposes of report generation and data analysis.

Customer Service:

• Providing operational support for client departments, including weekly rotation for after-hours support.

Learning and Innovation:

• Learning different technologies, both currently in use and new.

Collaboration:

• Working directly with programming staff and users to analyze and develop innovative applications for improving business operations.

Incumbents serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. The incumbent in this position is required to serve on-call 24 hours/7 days a week to provide leadership for the support and resolution of problems for critical systems and applications within the assigned City of Richmond portfolio.
Qualifications, Special Certifications and Licenses
Knowledge and Skills:

• Considerable knowledge in HTML, CSS, XML, computer hardware, and various programming languages.
• Demonstrated skills in analyzing software, problem-solving, and collaborating with internal and external departments.

MINIMUM TRAINING AND EXPERIENCE:

• Bachelor's degree in computer science, systems development, or database management
• One year of experience
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

• None required

PREFERRED TRAINING AND EXPERIENCE:

• Experience in supporting Utility Customer Information Systems (Banner) application
• At least one (1) year of experience supporting additional languages such as PL/SQL
• At least one (1) year of experience supporting additional technologies/methodologies such as Oracle Forms (10g and above), SQL Server, and web services/service oriented architecture
• At least one (1) year of experience working with a source control solution such as Revision Control System (RCS) or Team Foundation Server (TFS).
