Education and Experience:
Minimum Education: Master's Degree in Educational Technology, Instructional Design, or a related field. Doctorate preferred.
Minimum Experience: 6 years experience in Educational Technology, Instructional Design, or a related field. 3 years of supervisory experience, 3 years of project management experience.
General Definition:
The Technology and Innovation Services Director is responsible for the overall planning, organizing, and execution of technology implementation within the organization and the development of new products and services through third-party partnerships. The TIS Director is at the forefront of driving technological advancements to support educational initiatives and improve learning outcomes. This position requires a dynamic leader with a strategic vision for leveraging technology to enhance educational services, foster innovation, and address the unique needs of educational institutions. The TIS Director leads and manages the innovative processes, leadership development, and marketplace businesses that support the mission, vision, and goals of the Westmoreland Intermediate Unit.
Description of Duties:

  • Supervise the information technology team, overseeing tasks such as network management, hardware/software support, cybersecurity, and data management.
  • Ensure the reliable and secure operation of information systems, networks, and databases and approve all business requirements prior to technical solutions
  • Lead multidisciplinary teams and partnerships, including both educational Technology and information technology professionals, providing clear direction and fostering a culture of innovation and collaboration.
  • Develop and execute a comprehensive technology strategy aligned with the organization’s educational goals.
  • Stay abreast of emerging trends and advancements in educational technology to inform strategic planning.
  • Analyzes complex business needs presented by the technology user community and/or clients, identifies new market opportunities, and recommends technical solutions
  • Collaborate with key stakeholders to identify opportunities for technological advancements and innovative solutions.
  • Provides long and short-term planning, revenue generation and fiscal management, direction, and oversight for products, services, and activities.
  • Performs liaison duties between users, operations, and partners in the areas of systems design, modifications, or troubleshooting
  • Provide expert guidance to stakeholders on technology planning, procurement, and implementation.
  • Work directly with WIU member school districts to ensure the intermediate unit is supporting their innovation needs.
  • Evaluate and recommend new tools, platforms, and resources to enhance teaching and learning experiences.
  • Encourage creative thinking in employees and find ways to nurture innovative and entrepreneurial opportunities across all areas of the intermediate unit.
  • Formulate effective new ideas and innovative strategies for product development, marketing, branding, or business opportunities.
  • Monitor research and development of other organizations to spot trends in innovation and supplement research findings in the educational marketplace.
  • Represent the agency in regional and state-level forums, advocating for the importance of technology in education.
  • Foster partnerships with educational institutions, government agencies, and technology providers to enhance services.
  • Develops policy and procedures regarding technology use, asset management, distribution, and support
  • Manages organization’s record management plan for the organization
  • Assists in the preparation of the Technology and Innovation Services budget
  • Performs other duties as assigned by the Executive Director or designee

Required Knowledge, Skills, and Abilities:

  • Demonstrated public or private sector experience in the development and bringing-to-market of programs and services within the context of sustainable business models that both fulfill the mission and drive net revenue.
  • Possess an inquisitive and creative mind. Must be independent and self-directed but able to work and lead a team of creative individuals.
  • Superior research and analytical skills to track and predict trends. Must be able to work creatively within a budget and use innovation to find ways of more effectively managing resources.
  • Strong business knowledge, understanding of a variety of business practices, and familiarity with the intermediate unit’s purpose.
  • Ability to collaborate with superintendents, school district staff, intermediate unit administrators and staff, PDE staff, governmental officials, and other appropriate individuals as needed.
  • Ability to develop, foster, and maintain effective working relationships with diverse groups of people within the organization as well as with external customers and vendors. ? Ability to absorb, analyze, and organize information and ideas and to present oral and written reports in a manner appropriate to audiences with technical as well as non-technical backgrounds
  • Ability to prepare and manage budgets, address multiple priorities, lead and supervise staff, adapt to change, and meet timelines
  • Knowledge of mainframe, minicomputer, microcomputer, and telecommunications strategies, environments, equipment, operating systems, development tools and methodologies
  • Extensive knowledge of hardware and software applications for educational purposes
  • Ability to move comfortably between emerging and existing technologies, software, and tools in ways that engage staff and students
  • Current and former Westmoreland Intermediate Unit employees must have demonstrated proficiency at job assignments

Certificates, Licenses, Registrations, Other:
Act 114 (Federal Criminal History), Act 34, Act 151 PA Child Abuse History Clearance, and Act 126 (Mandatory Reporter) clearances as well as valid PA driver’s license.
Clearances must be current within 5 years from date of hire and a School Personnel Health Record current within 1 year from date of hire accompanied by Tuberculosis Test Result within 3 months of date of hire.
Travel Requirements:

  • A minimal to moderate amount of travel is required for this position within Westmoreland County and throughout the Commonwealth of Pennsylvania
  • Must have reliable transportation
