Pay Range
$39.98 - $49.65 Hourly
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Technical Release Representative (TRR). You will work with the department in procuring materials and services, identifying, and implementing established controls regarding acquisition requirements for project scheduling, execution, and completion of work. You will assist in establishing product and service specifications and quality assurance requirements. This position is in the Facilities Services Division within the Infrastructure Engineering and Operations Department and may require you to work at Site 300 located in Tracy, CA.
You will
Provide general coordination and perform procurement activities for operational and work order activities to include verifying appropriate funding source; approve, certify and/or obtain approval on invoices for subcontracted services.
Prepare moderately complex project schedules, cost estimates and coordination of material, equipment, and services for construction and maintenance activities; log and report activities and tasks as required by TRR Policy Manual and management; actively follow up on orders ensuring items are received/services are performed and billings and payments are made promptly; regularly update supervisor and customer/requestor on status and result of order.
Obtain pricing, coordinate scheduling and product specifications through interactions with buyers, co-workers, engineers, and skilled technical personnel.
Determine best value criteria, proposal review and award selection on individual and long- term commodities and service subcontracts.
Conduct market surveys for product and service conformity and assist in the qualification of manufacturers and distributors; coordinate the resolution of vendor supply problems to meet established deadlines.
Solve moderately complex technical problems and exercise minimal decision making using established guidelines, techniques, and procedures.
Report to supervision any hazards or potential hazards and be involved in compliance to ES&H and security requirements and policies.
Provide TRR services requiring in-depth knowledge of LLNL purchasing requirements to purchase items and provide backup to TRR co-workers.
Perform other duties as assigned.
Qualifications
Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
Associate degree in technical field or the equivalent combination of education and experience.
Experience procuring materials and/or services; coordinating with buyers and end users regarding pricing, scheduling and product specifications as well as preparing, processing, tracking, and verifying procurement related documents, forms, and requests.
Intermediate understanding of construction, maintenance, and industrial materials, their terminologies, applications, and sources of supply.
Ability to understand, interpret, and independently apply various procurement policies, procedures as well as controls.
Demonstrated customer service skills and ability to work effectively independently and with a team with frequent interruptions and conflicting/changing priorities.
Experience with resolving vendor and supply chain material problems, providing solutions and substitutions.
Experience working to ensure accuracy of requirements including areas such as Safety considerations for procurements for on-site non-construction subcontract work.
Ability to successfully complete and maintain all required TRR certification training.
Effective written, verbal, and presentation communication skills necessary to interact tactfully and effectively with all levels of personnel.
Experience with personal computers and associated software, such as Excel, Word, Microsoft Outlook, and database applications.
Qualifications We Desire
Current TRR certification.
Knowledge and application of the TRR policies, procedures and Controlled Items/Services List.
Familiarity with the LINCS database, ChemTrack’s database, ShipIt as well as various finance look-up tools such as project/task look-up and I&O Work Order Lookup.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
