Job Description
IBI is seeking a Team Leader/Senior Research Specialist to support the USAID/Liberia Anti-Corruption Assessment. This is a short-term consultancy with an estimated level of effort (LOE) of 57 days with an estimated period of performance from January 2024 - May 2024.
- Lead the development of the Political Economy Analysis design including methodology, instruments, and workplan.
- Perform desk review and identify additional information required for analysis.
- Conduct and oversee the consultant team to conduct data collection for the assessment.
- Coordinate team's ongoing analysis of qualitative and quantitative data.
- Lead the preparation and presentation of Political Economy Analysis design, key findings, and recommendations to USAID together with the assessment team.
- Write the draft report with support from the team members, taking into consideration feedback from presentations and consultation workshops.
- Respond to comments on the draft report and prepare final report.
- Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.
- A senior professional with at least five years of experience leading and conducting applied Political Economy Analysis.
- At least five years of experience related to management and analysis of countering corruption programs, with demonstrated experience designing research activities in those spaces.
- An advanced degree in a discipline related to research, democracy and governance, international development, or relevant fields.
- Experience in managing multi-disciplinary teams with in-person and remote data collection approaches.
- Demonstrated familiarity with qualitative data collection and analysis.
- Experience with mobile qualitative data collection preferred.
- Demonstrated ability to produce a high quality assessment report in English.
- Knowledge of USAID rules, regulations, and procedures is desirable.
- Experience working in Liberia or similar contexts in West Africa preferred.
- Experience facilitating participatory analysis and utilization of research results preferred.
- Excellent oral and written skills are required.
