Tax Roll Analyst

Come join the Alachua County Property Appraiser’s Office as the Tax Roll Analyst! You will learn the fundamental concepts of property tax assessment, data quality, and modeling. You will be trained to become a power user of our Computer Assisted Mass Appraisal (CAMA) data system. Those technical skills and fundamentals will empower you to advance the organization’s strategic plan to produce a fair and equitable Tax Roll for the Alachua County community.

The ideal candidate will have a detailed understanding of data production workflows, automation, feature engineering, and bug reporting. The Tax Roll Analyst assists with the submission and certification of the Tax Roll in accordance with standards provided by the International Association of Assessing Officers (IAAO) and the Florida Department of Revenue (DOR). The Tax Roll Analyst works with our data to fulfill requests from multiple internal departments, external agencies, and the public. The Tax Roll Analyst will learn Florida property tax and mass appraisal principles to provide the agency with datasets, complete projects, and ensure fair and equitable valuations.

ESSENTIAL JOB FUNCTIONS:

  • Skillfully combine statistical analysis and property appraisal techniques to ensure equitable valuation, strong data quality, and defensible models.
  • Competently estimates values on all classes of properties, improved or unimproved.
  • Accurately conducts sales analysis and sales ration studies, research, and determines the qualification status of sales for mass appraisal purposes.
  • Improves fairness and equity in new and existing market areas and neighborhoods.
  • Explores new solutions to improve the appraisal life cycle within the office.
  • Proficiently learns and understands technologies used by staff to better realize the scope and interconnectedness of the Property Appraiser’s Office.
  • Demonstrates a complete knowledge of the mass and appraisal process and utilizes approved appraisal techniques including cost estimation, vacant land valuation, and income capitalization to achieve efficacy.
  • Correctly verifies information on internal and external reports and forms such as property record cards, Truth in Millage (TRIM) notices, and the Value Adjustment Board (VAB) packages.
  • Competently reads and understands property records, profit and loss statements, and income and expense questionnaires.
  • Create and curate a universe of queries for analysis, reporting, and error-catching.
  • Implements new CAMA modules and new technology with an understanding of the backend data tables and interactions.
  • Establishes and standardizes workflow processes to minimize data loss and maximize data accuracy, and efficiency.
  • Conducts studies on new and existing data to evaluate its quality and effectiveness.
  • Accurately, timely, and efficiently works to produce Tax Roll estimates for taxing authorities and to meet Tax Roll submission deadlines.
  • Produces, explains, and creates new reports.
  • Utilizes software such as Microsoft Power BI to create formatted, explainable, and accurate reports, and dashboards for private, and public consumption.
  • Documents reproducible errors to management, vendors, or partners in a comprehensible manner.

MINIMUM REQUIREMENTS:

  • High School Diploma or GED and three (3) years of an equivalent combination of experience required.
  • Familiarity with Excel and experience learning and manipulating proprietary datasets.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in appropriate area of specialization and two (2) years of an equivalent combination of education and experience.
  • Work experience in a field related to real estate.
  • 1+ years of experience with proven success in public or private organizations in a computational and analytical role.
  • Experience using SQL to query databases.
  • Expertise with a programming language such as R or Python.
  • Background building statistical models.
  • Experience using Microsoft Power BI/Tableau or similar data analytics software for reporting and creating dashboards.
