Job Description
Performs difficult skilled technical and administrative support work involving the appraisal of real property for assessment purposes, and related work as apparent or assigned. Work is performed under the moderate supervision of the Appraisal Supervisor.

Position Responsibilities
  • Calculates square footage of improvements; performs math calculations based on data from appraisers; enters appraisal data into computer and verifies accuracy of data.
  • Records legal and appraisal information on property record cards and enters into the computer.
  • Manage assignment of electronic appraiser work packs, including tracking work pack completion and reporting to Appraisal Supervisor.
  • Responsible for data entry and review of all commercial property record card changes, including all commercial new construction.
  • Coordinate and process all taxpayer correspondence, comp sheet preparation, and scheduling of Board of Equalization and Review appeal hearings.
  • Receive and assign new parcel splits to appraisers for review and pricing.
  • Responsible for assigning neighborhood parcel Route numbers using GIS parcel routing program.
  • Provides assistance to the public and other County offices on property tax matters and explaining the Tax Appraisal process.
  • Assists in report preparation and presentations by Tax Appraisers, Appraisal Supervisor and Tax Administrator.
  • Assists Tax Appraisers as needed in completion of tasks.
  • Maintains filing system.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
  • Performs related tasks as required.

Qualifications
Thorough knowledge of Tax Appraisal and listing programs, policies and procedures; general knowledge of the North Carolina Machinery Act; thorough knowledge of standard office methods, productivity software, and procedures, business English, spelling and arithmetic; thorough knowledge of GIS parcel routing program; general knowledge of GIS mapping programs; ability to make decisions relating to assigned operations in conformance with applicable laws and policies; ability to operate standard computers and standard office equipment; ability to establish and maintain effective working relationships with associates and the general public.
Education, Experience, and Special Requirements
High school diploma or GED and moderate experience in real estate and computers, or equivalent combination of education and experience.
Successful completion of Fundamentals of Property Tax Listing and Assessing within two years.
Valid driver's license.
Salary will be determined based on qualifications, internal equity, budget, and market considerations.

North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.
NC401k
The County contributes 1/2% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 2%.
Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick Leave
Regular full-time employees earn 12 days of sick leave per year.
Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

The County provides an Employee Assistance Program to help employees and their families with personal, family and job-related problems such as depression, substance abuse, and financial or legal concerns.
