Overview:
This Talent Planning Program Manager oversees and manages Talent Planning initiatives from conception to execution. This role is responsible for project scoping, analysis, design, development, and implementation, while ensuring effectiveness through data-driven metrics and analytics. Additionally, the candidate will provide intricate program management for designated initiatives, encompassing everything from design and implementation to continuous improvement.

In collaboration with critical partners and stakeholders, they will evaluate needs and roll out tools and programs that meet Talent Planning goals. As a subject matter expert in Talent Management, the individual will strategically and tactically leverage their expertise to align with Legacy’s talent objectives.

Central to the role is the ability to develop and execute communication and change management plans, both for Talent Planning programs and broader business objectives. Lastly, by tracking key metrics and executing talent analytics, the individual will glean insights to refine program opportunities and drive the company's strategic Talent Planning.

This is a remote position – incumbents, who reside in Oregon or Washington only. There may be occasional situations that require work to be performed on-site at an assigned Legacy Health location.

All new hires are required to come to a designated Legacy Health office location in Portland, Oregon prior to their start date for a new hire health assessment and to complete new hire paperwork. This position may require initial training and orientation to be site-based, before transitioning to the remote schedule.
Responsibilities:
  • Leads Talent Planning projects from scoping to analysis, design, development, implementation and effectiveness measures using metrics and analytics.
  • Provides on-going cyclical complex program management for assigned initiatives, including program management, design, implementation, maintenance, change management, communications, and evaluation, and continuous improvement.
  • Documents the journey of a project along its lifecycle and ensures that standards are put in place to ensure program objectives are met year over year.
  • Partners with our People Strategy Partner function to assess needs and implement programs and tools to accomplish Talent Planning objectives.
  • Serves as a subject matter expert in core areas of Talent Management and applies knowledge both strategically and tactically in alignment with Legacy’s talent strategy and needs.
  • Designs, facilitates, and sustains a variety of talent-wide experiences.
  • Develops and delivers communication and change management plans in support of both Talent Planning programs and the business.
  • Tracks metrics and performs talent analytics to provide insights into program opportunities and inform strategic Talent Planning.
  • Design and oversee a comprehensive talent development program that promotes a culture of learning, growth, and career progression.

Qualifications:
EDUCATION
Bachelor’s degree in related field.

EXPERIENCE
7+ years of progressive experience (or equivalent combination) in Organizational Development, Industrial/Organizational Psychology, Human Resources, Talent Development, Talent Management or related experience.

SKILLS
  • Strong influencing skills across all levels.
  • Exceptional organizational skills and a strong bias towards documentation.
  • Strong communication skills and proven ability to partner with key stakeholders to deliver content and programs to meet business needs.
  • Experience serving as a trusted, strategic partner.
  • Technical experience in leadership development and/or Talent Planning design.
  • Excellent facilitation skills with strong ability to drive participant engagement.
  • Strong analytical ability and experience using data to identify insights and problem-solve.
  • Ability to build a cohesive program management frameworks and execute.
  • Experience building successful programs with a passion for developing employees to achieve desired business outcomes.
