Position Overview:

Analytic Services Inc. (ANSER) is seeking a Talent Acquisition Manager to lead the Talent Acquisition function for sourcing, employment marketing and recruitment to create a seamless and impactful candidate journey. By collaborating with internal stakeholders, the Talent Acquisition function will design and deliver an effective talent strategy that provides for consistent best in class processes in line with the overall organization strategy to source and attract talent of the highest caliber. Additionally, this role is responsible for leading a team of recruitment professionals that oversee end-to-end attraction, selection and hiring practices.

Although this posting states Falls Church, VA, this position may be located at any of our ANSER office locations.

Position Responsibilities:

  • Talent Acquisition Strategy 25%
    • In collaboration with internal stakeholders, design a comprehensive Talent Acquisition strategy to enable the HR and organizational strategies.
    • Identify and implement Talent Acquisition best practices to enable the organization to be the employer of choice and meet organizational needs.
  • Talent Acquisition programs and processes: 35%
    • Lead, coach and motivate the team of recruitment professionals.
    • Responsible for full-cycle recruiting function and develops recruitment and selection policies, systems and procedures, to identify, attract and hire outstanding employees.
    • Drive a customer service culture throughout all channels of Talent Acquisition.
    • Manage and leverage technology to enhance business results, provide scalability, timely information, and ensure consistency.
    • Establish processes that encompass best practices, stakeholder engagement and communication and a universal understanding of roles and responsibilities.
    • Establish processes to identify and effectively address barriers and opportunities to strong talent pipelines and to facilitate the identification and placement of candidates and prioritize staffing activities in alignment with business objectives.
    • Provide subject matter expertise and continuously look for ways to improve efficiency of the hiring model and processes which can drive resourcing quality and cost, thus improving the talent pipeline and reducing attrition.
    • Closely partner with business stakeholders, understand workforce plan for the business, and forecast hiring needs based on business growth plans.
    • Ensures compliance with all federal and local government laws and regulations, including regular audits and updates. Stays abreast of legislative changes as they pertain to hiring and recruitment.
  • Data Driven Analysis: 15%
    • Accountable for overall data integrity of the applicant tracking system, relevant compliance trainings, and identifying strategies for attracting a diverse and inclusive candidate pool.
    • Establish and track key recruitment metrics to ensure a quality experience for candidates at all stages of the recruitment process; act accordingly based on insights gained from metrics.
    • Utilize data analytics and market intelligence to identify trends, predict future talent needs, and fine-tune sourcing strategies. Leverage candidate data to understand their preferences and tailor sourcing approaches accordingly. Utilize data analytics to track the effectiveness of recruitment marketing efforts.
  • Employment Marketing 15%
    • Design and implement multi-channel recruitment campaigns to reach candidates across various platforms, including social media, job boards, career fairs, and industry-specific events to reach candidates in specific geographical areas.
    • Leverage best practices, technology and data analytics to track the performance of campaigns and make data-driven decisions.
    • Oversee the creation of compelling and engaging content for TA needs, including recruitment materials, careers website, social platforms, optimizing job postings and sourcing employee testimonials to highlight organizational values, employee experiences, and career growth opportunities.
  • Other duties as Assigned: 10%

Required Qualifications:

  • Bachelor’s Degree in Human Resources, Business Administration or related field and ten (10) years of related Talent Acquisition experience, and one to three (1-3) years of supervisory/leadership experience.

  • SHRM, PHR, PMP or Talent Acquisition certifications are a plus.

Knowledge, Skills, Demonstrated Capabilities:

  • Demonstrated understanding of and compliance with U.S. Employment & Labor Laws and regulations including Affirmative Action Plans is required.

  • Demonstrated experience of full-cycle recruiting in government contracting is required.

  • Demonstrated understanding of recruiting metrics and reporting standards is required.

  • Ability to create an inclusive and performance driven team environment.

  • Ability to foster relationships and engage with internal and external stakeholders, including matrix management and vendors.

  • Strong understanding of Talent Acquisition best practices; passionate about the employee experience.

  • Strong analytical skills are required, and an exceptional customer service orientation.

  • Strong leadership, negotiation, and facilitation skills; experienced in resolving conflicts.

  • Demonstrated abilities to perform, manage multiple projects and deliver results with integrity and emotional intelligence, in a fast-paced and dynamic environment.

  • Ability to communicate clearly, concisely and persuasively with stakeholders.

  • Computer proficiency, specifically MS Office Suite and ideally a range of Applicant Tracking Systems

Pay range: $130,000-$180,000
