The City of Torrance is recruiting for SYSTEMS ANALYSTS to be part of the Communications & Information Technology Department Team!
The Department
The is a dynamic technical computer organization that readily adapts to the needs of the City of Torrance. CIT administers and maintains the City's communications and computing network environment, software applications, network/hardware infrastructure, desktop computers, telephones (desktop and cellular), and mobile radio communications for Police, Fire and the entire City's wireless communication infrastructure. CIT is responsible for approximately 200+ different business APPLICATIONS AND office automation software programs and is also responsible for ensuring the integrity and security of all data passing through or stored on our network.
The Position
Our CIT Department is excited to announce openings within the IT Applications and Analytics Division for two multifaceted Systems Analysts with a strong foundation in application support, programming, dynamic dashboard creation, and a keen focus on leadership and automation. This pivotal role is dedicated to enhancing and managing our mission-critical systems across the enterprise, ensuring they meet our current operational demands while being scalable for future technological growth.
The Systems Analyst will deploy, maintain, and update essential applications, utilizing their advanced programming skills to devise custom solutions that enhance functionality and streamline user experiences. A fundamental aspect of this role involves developing intuitive data aggregation to serve Business Intelligence Dashboards that provide vital real-time insights, facilitating complex decision-making processes throughout the organization.
The Systems Analyst will be at the forefront of technological innovation, exploring new trends, committed to ongoing professional development, and making impactful contributions to the City's strategic goals. Joining our team offers a unique opportunity to lead, work on diverse projects, collaborate with multidisciplinary teams, and significantly influence the direction of our technology portfolio. Although normal working hours are a 9/80 schedule with alternate Fridays off, this position must be available to work on various weekends and closed Fridays during computer "down" times. In addition, the Systems Analyst must be available to be on call.

QUALIFICATION GUIDELINES
Education and Experience
Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
An Associate's degree in Data Processing or Computer Sciences or a Certificate in Data Processing;
AND
Five years of progressively responsible information technology experience consisting of systems design, program design, coding, testing, implementing and documenting business application systems currently in use by the City.
License and/or Certification
Must possess and maintain an appropriate California driver's license. Professional certification in applications, hardware and systems used by the City is highly desirable.
Successful candidates will possess the following:
  • The ability to manage moderate to large-scale conversion, application implementation, and integration projects; Coordinate, manage, and schedule the design and implementation of new information technology systems.
  • Demonstrated experience in providing leadership in evaluating complex technology strategies.
  • The ability to define issues, analyze problems, evaluate alternatives, and develop reliable, independent conclusions and recommendations.
  • Experience in preparing clear, concise, comprehensive correspondence, reports, studies, and other written materials.
  • Ability to collaborate, communicate clearly and effectively, and convey understanding of business processes and technical requirements to technical and non-technical audiences orally and in writing.
  • Experience in presenting proposals and recommendations clearly, logically, and persuasively.
  • The ability to establish and maintain effective working relationships with all team members and business users.
  • The ability to building business process workflows in Microsoft Visio.
  • Experience in writing custom applications, ETLs, automation, and interfaces using a variety of languages such as .NET, Java, PL/SQL, JavaScript, and Python.
  • Knowledge in administering Relational or NoSQL database systems, diagnosing and resolving database issues, optimizing database applications for performance, ensuring data integrity, and designing and adjusting database structure.
  • Experience using low/no-code tools like Microsoft Power Platform (Power BI, Power Automate, Power Pages, and Power Apps), demonstrating proficiency in creating seamless connections and automating workflows between diverse systems.
  • Knowledge of database structure languages, such as SQL.
  • Experience in developing dashboard representation of enterprise data in Business Intelligence (BI) tools such as Power BI, Business Works, Cognos, or Tableau.
  • Experience in providing training and mentoring to lower-level unit staff.

City provides a $50,000 life insurance policy

Educational Incentive Program (Sec. 3.3)
Building Inspection Supervisors: 4% of base pay for ICC certificate in one of the certified areas. (Additional 2% for each additional certificate, up to max of 12%).
Failure to maintain certification results in loss of 2% for each year's delay of recertification.
Disability Insurance (sec. 4.1)
Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Accrue 6 hours per month
Maximum Accrual: 600 hours.

13 paid holidays for all classifications except Sr. Librarian - (New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, Christmas Day & New Year's Eve).

$500 voucher: Animal Control Supervisor, Police Operations Supervisor, Forensic Identification Specialist, Senior Forensic Identification Specialist and Forensic Supervisor (payable in September of each year).
$250 voucher: granted twice (2) per calendar year for Transit Supervisor
Night Shift Differential (sec. 5.3)
5% over base pay when ½ or more of the shift is worked after 4:00 p.m.
7 ½% when ½ or more of the shift is worked after midnight
Sr. Librarian - 10% above average base hourly when ½ shift is worked after 3:00 p.m.
