Job Summary

The DNR is currently seeking an Engineering Specialistin Bemidji, MN. The incumbent willprovide technical assistance and leadership in land surveying, mapping and computer aided drafting to the Division of Lands and Minerals and to the DNR.
This position will perform all tasks as the field Survey Crew Chief to ensure field data is accurately collected, processed in accordance with Department standards, and made available for the data users. This includes establishing local survey control networks, performing boundary and topographic / design surveys in the State of Minnesota.
This position will also assist the land surveyor in researching land records, analyzing property monuments for boundary determination, and recovering Public Land Survey Section Corners for perpetuation and restoration.
It is expected that the Survey Crew Chief will have the ability to work solo or with one or two additional Survey Crew members and frequently travel. The incumbent will work outdoors year-round and transport items including survey equipment, wooden lath, rebar monuments, steel sign posts, hammers, shovels, and other objects incidental to the work over uneven terrain for a significant distance.
Responsibilities include:
  1. Performs as the lead field technician responsible for control surveys, data collection, boundary establishment, equipment setup and use, and all maintenance of equipment.
  2. To plan and organize, with a high degree of independence, the daily work events necessary for the collection of detailed project information when visiting project sites, for the purpose of conducting topographic and land surveys, and researching previous files and records, so that adequate field data is available for completing land surveys, base maps, and design work.
  3. To organize, create and assemble the detailed project information for property surveys, feasibility studies, and design development.
  4. Prepare land use maps including property maps, section sub-division maps, topography maps, worksheets and sketches.
  5. Prepare documentation for verification and/or certification of Public Land Survey Corners.
  6. Write, analyze and interpret legal descriptions so that lands can be located, monumented, purchased, developed or managed by the DNR.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.
Qualifications
Minimum Qualifications
  • Four (4)years land surveying experience in boundary surveys, topography survey, construction staking and mapping. *Bachelor's degree may substitute for one year of experience; Associates degree may substitute for six months of experience.
  • Human relations skills sufficient to effectively maintain good relations with clients and the public, communicate and portrayDepartment and Divisionpolicies in public interactions, and resolve conflicts that may arise.
  • Communication skills sufficient, both orally and written, to communicate clearly and effectively while participating in discussions, and providing information to clients.
  • Computer-aided drafting software skills sufficient to create boundary and topographic survey maps, perform calculations and analysis, and visually communicate property boundaries and site features to Department staff, local units of government and the public.
  • Ability to write clear, concise technical notes and descriptions when preparing survey maps and reports.
  • Ability to read, write and understand legal descriptions sufficient tocompute property boundaries for mapping and field stakeout.
  • Ability to perform moderately technical computations to prepare survey maps, engineering plans,data, drawings, and reports.
  • Knowledge of the Public Land Survey System.

Preferred Qualifications
  • Associates or Bachelor's degree in land surveying/geomatics, civil engineering or geographic information science.
  • Field experience as a Survey Party chief.
  • Demonstrated leadership skills sufficient to lead projects and act as a lead worker on a survey team.
  • Skilled in the operation of Trimble products, including: Access and TBC software, GNSS receivers and robotic total stations.
  • Advanced knowledge in AutoCAD Civil 3D and ESRI mapping applications, including the ability to develop templates, linework code sets, description key sets and shapefile creation.

Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record.
