Job description

Under general supervision, the Supervisory Program Analyst III Detroit Housing Services (Intake and Assessment Division Manager) ARPA supervises a subordinate staff of professionals and paraprofessionals who perform duties relating to housing needs and services with the accountability to office management for the quantity and quality of the work done, and for assuring efficient and economical work operations.


The Housing and Revitalization Department's Detroit Housing Services Office (DHS) looks to address city-wide housing insecurity with preventative, responsive and broadly available measures. DHS is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services. As a participant's housing needs change, so does the type of services available to them within the program.

The Supervisory Program Analyst III Detroit Housing Services (Intake and Assessment Division Manager) oversees the delivery of specific Detroit Housing Services assistance within several verticals, each of which contributes to the sustainability of the Detroit Housing Services Office. Additionally, supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work of subordinate staff.


The Supervisory Program Analyst III (Intake and Assessment Division Manager) oversees the intake process, managing outcomes for both external call center partner referrals and internal referrals. Close, sustained contact with contracted agencies and local partners are necessary to continuously improve referral outcomes, processing speed and referral partner communication. Training and management of intake staff, and the development of performance improvement measures where needed are required. Knowledge of call center operations and oversight of the associated grants and contracts is required.
  • Supervise a subordinate staff of professionals and paraprofessionals who perform a variety of functions related to housing needs and services.
  • Plan, assign and review work to be accomplished by subordinates; set priorities and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees.
  • Evaluate performance of subordinates.
  • Give advice, counsel, or instructions to individual employees on both work and administrative matters; explain and gain the support of employees for management policies and goals.
  • Interview candidates for positions in work unit and make recommendations for appointment, promotion, or reassignment involving such positions.
  • Solve problems related to the work supervised; hear and resolve complaints from employees and refer group grievances and the more serious complaints not resolved to higher level supervisors.
  • Recommend minor disciplinary measures such as warnings and reprimands.
  • Identify developmental and training needs of employees and provide or make provision for such development and training.
  • Determine material, equipment, and facilities needed to accomplish work.
  • Provide advice to office leadership on program and production goals, priorities, and major work schedules.
  • Provide advice to office leadership on cost and budget analyses or forecasts and long-range human capital requirements.
  • Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
  • Minimum of four (4) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.
  • Experience in leading teams, projects or other assignments that illustrates supervisory capabilities

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
