Job description

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Procurement Analyst. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.
Duty Location: Boulder City, Nevada, Glendale, Arizona, and Yuma, Arizona
** extended one week**Qualifications: Basic Qualification Requirements for GS-13:
Applicants must first meet the Basic Qualification Requirements listed below:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-year's experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position; -AND-
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
Specialized Experience For GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal Government. Examples of specialized experience include experience performing contract concepts, procedures, and precedents to award and administer a variety of contract types and to independently resolve complex and critical problems, provide subject matter expertise in review, analysis, monitoring and evaluation of contracts to ensure compliance with all applicable regulations, policies, and guidance. Your resume must reflect experience using a wide range of contracting methods and contract types to plan and implement pre-award and post-award procurement actions, analyzing and resolving difficult contracting issues, and developing and/or modifying standard contracting procedures, processes, and guidance.
Experience should also demonstrate the ability to provide supervision, leadership, guidance and direction to acquisition professionals on the full range of acquisition activities and experience in representing the office in meeting with senior managers within Reclamation and other government or contractor organizations; and mentoring and training junior specialists for more responsibility.
Additional Requirements For GS-13: In addition to meeting the basic qualification requirements and specialized experience listed above, completion of the training requirements as defined below is required.
Training Requirements Federal Acquisition Certification - FAC-C (Professional) -OR- DoD Contracting Professional Certification: The incumbent of this position may be delegated as a contracting officer. As such, applicants must already possess current training requirements to obtain a FAC-C (Professional) certification: New FAC-C (Professional) | FAI.GOV.
Mandatory Training Courses: CON 360 Contracting for Decision Makers and (1) HBS module other than HBS 428 -AND-
One (1) of the following:

  • ACQ 265 Mission-Focused Services Acquisition
  • ACQ 315 Understanding Industry
  • ACQ 370 Acquisition Law
  • CON 244 Construction Contracting
  • CON 252 Fundamental of Cost Accounting Standards
  • CON 370 Advanced Contract Pricing

  • 32 hours of electives
Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
Selective Placement Factor: This position requires a current Federal Acquisition Certification in Contracting (FAC-C) (Professional). A valid, current DoD Contracting Professional Certification is equivalent to a FAC-C (Professional). You must submit a copy of your certification. Failure to provide proof of such certification will cause you to be rated ineligible for this position.
Continuous Learning Points (CLPs) must be obtained every two years. To maintain a FAC-C, certificate holders are required to earn 80 CLPs of skills currency training every two years, beginning with the date of their certification. It is the contracting professional's responsibility to ensure that their continuous learning requirements are met with in their maintenance cycle and that they apply for their recertification in a timely manner. Effective May 1, 2024, the continuous learning hours required to maintain the FAC-C (Professional) will increase to 100 for every two-year common period.
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/20/2023.Education: This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
