Duties
SUMMARY CONTINUES:
The selectee will be entitled to a cost-of-living allowance of 2.01% in addition to the basic salary for Anchorage, AK.
There is only one vacancy that may be filled at any of the following locations: Vancouver, WA, Anchorage, AK, or Moffett Field, CA. The location will be determined when a selection is made.
As a Supervisory Physical Scientist, (Deputy Center Director and NVEWS manager) within the Volcano Science Center, some of your specific duties will include:
  • As Deputy Center Director, the incumbent fully represents the Center Director in all matters relating to the management and supervision of the Center to include budget and personnel.
  • Exercises delegated authority to oversee the overall planning, direction, and timely execution of the program, several program segments or comparable staff functions, including development, assignments, and higher-level clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels.
  • Analyzes benefits and costs of accomplishing NVEWS and other VCS work in-house versus contracting.
  • Manages organizational changes throughout the organization directed, or major changes to the structure and content to the program or program segments directed.
  • Sets and approves multi-year and longer-range work plans and schedules for NVEWS and those developed by subordinate supervisors or managers of subordinate organizational units.

Physical Demands:
The work is primarily sedentary with occasional extended periods at a computer. No special physical demands are required to perform the work. Occasional travel may be required to training, meetings, conferences, or occasional trips to the field. Some work may require walking
and standing in conjunction with travel and attending meetings or conferences away from the office.
Work Environment:
The work is performed primarily in an office setting but may require travel to attend domestic and international meetings with the option to visit field sites related to monitoring instrumentation and data collection. Such field visits may mean brief exposure to inclement weather and may require the use of appropriate personal protective equipment (PPE).

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
  • Selectee will be required to file OGE Form 450, Confidential Financial Disclosure Statement, upon reporting and annually.
  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Qualifications
BASICEDUCATIONREQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. A combination of education and experienceeducation equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-14:
In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-14 level:
One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.
Examples of such experience may include serving as a senior expert involved in physical science work for which technical problem definitions, methods and/or data were highly incomplete, controversial, or uncertain and whose evaluations and recommendations were accepted by others as those of a technical expert in the physical sciences. Experience working with geophysical or other instrumental monitoring networks; planning and supporting IT and networking infrastructure for acquisition and delivery of critical data in a real-time 24X7 earthquakes or hazard information monitoring and notification system. At this level, Physical Scientists typically represent an authoritative source of consultation for other scientists and program specialists, are called upon to resolve issues that significantly affect physical science programs, make long range and controversial proposals and defend their findings and recommendations in public or high-level forums.
