Duties
The primary purpose of this position is: to serve as a first level supervisor planning, directing, organizing, and exercising control over nonsupervisory instructors assigned. Employee also serves as an aircraft simulator and academic instructor for students enrolled in the United States Air Force (USAF) Combat Systems Officer (CSO) training program or Unmanned Aerospace Systems (UAS) training program.
  • Performs first level supervisory personnel management responsibilities.
  • Applying aviator experience, serves as a SIMULATOR INSTRUCTOR for students in Combat Systems Officer (CSO) Training or Unmanned Aerospace Systems (UAS) Training.
  • Applying aviator experience, serves as an academic instructor for students in CSO training or UAS training.
  • Monitors and evaluates student progress and performance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Navigation Series, 2183.
Minimum Eligibility Requirements
Minimum eligibility requirements for positions in this occupation are based on possession of a USAF Navigator Rating or equivalent Naval Flight Officer or Federal Aviation Administration (FAA) Flight Navigator rating, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the position.
For appointment or in-service placement actions, "currently qualified" is defined as having performed navigator duties (or navigator instructor duties for instructor positions) within the last 36 month period, and possession of the knowledge and skills needed to perform the work, provided the applicant:
  • holds the certificates and/or ratings required by either the military or FAA;
  • has acquired the navigator hours essential to performance of the work;
  • meets the requirements in terms of level and quality of experience;
  • possesses a current Class I or II medical certificate (see below); and
  • possesses the necessary qualifications background for the position.

Certificates and Ratings: Candidates must currently be qualified and possess a USAF Combat Systems Officer (CSO)/Navigator Rating, or equivalent Naval Flight Officer (NFO) or FAA Flight Navigator rating. In addition, when required by the position being
filled, applicants must also possess current qualification in the following specialized subsets of CSO or NFO ratings: Weapons Systems Officer (WSO), Aircraft Electronic Warfare Specialist, Fire Control Systems Specialist, Radar Intercept Officer (RIO), Weapon System Specialist or Electronic Warfare Officer (EWO). Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a qualified rated military navigator.
Flight Experience:
Candidates must demonstrate the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to navigate the aircraft, and (2) the specific knowledge and skills related to the particular position being filled.
Minimum Flight Hour Requirements
Completion of flight hours as a navigator in similar or related aircraft identified for the position is creditable for this requirement. The following flight hour requirements apply to all applicants:
1. Total Flight Time 500 Hours
2. Instructor Time 100 Hours
3. Flying Time 100 Hours
Flying Time, Last 12 Months Required only for positions that involve flying. The flight hours specified apply to competitive appointments. For in-service placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely.
Medical Requirements
At the time of initial appointment, candidates must possess a current FAA Class I or II medical certificate. Staff specialists not involved in the operation of aircraft need only have a medical examination indicating that they are able to perform the duties of the position to be filled.
In addition to meeting the occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience must demonstrate Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. Knowledge of aircraft systems, navigational procedures and systems, electronic combat procedures and systems, and operating procedures, aerodynamics, flying fundamentals, aircraft instrumentation, ground and flight emergency procedures, and instrument and visual flight rules, as well as knowledge of training aircraft, and of the operation, characteristics, and limitations of the corresponding aircraft and electronic combat training simulators.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of aircraft systems, navigational procedures and systems, electronic combat procedures and systems, and operating procedures, aerodynamics, flying fundamentals, aircraft instrumentation, ground and flight emergency procedures, and instrument and visual flight rules, as well as knowledge of training aircraft, and of the operation, characteristics, and limitations of the corresponding aircraft and electronic combat training simulators.
  • Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Skill in the use of a variety of computer applications and software, to include simulator systems sufficient to meet desired learning objectives and skill to demonstrate combat systems air operation procedures and maneuvers in an aircraft simulator.
  • Ability to communicate clearly and effectively orally and in writing to include classroom instruction before large and small audiences.
  • Ability to plan, organize, and direct the functions and staff of an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Experience as a rated military aviator (e.g Combat Systems Officer (CSO), Navigator, Electronic Warfare Officer (EWO)) is critical to the successful completion of assigned duties. Previous experience as an instructor in a military aircraft is highly desirable.
