Summary
The Supervisory Medical Administrative Specialist (Health Benefits Section Chief) position is assigned as the Supervisor, for Administrative Officer of the Day (AOD), Enrollment, Eligibility and Decedent Affairs within the HAS Service Line of the Battle Creek VA Medical Center (BCVAMC). This position is located at the Battle Creek VA Medical Center (BCVAMC) under Health Administration Service.

Duties
Duties to include but not limited to:
Program Administration:
  • Responsible for the Enrollment Program to include all administrative processes and health benefits eligibility determinations.
  • Performs technical activities involved with screening, processing, and assisting Veterans, non-Veterans and beneficiaries seeking multiple medical treatment benefits.
  • As the Enrollment Coordinator, the incumbent is responsible for establishing procedures to ensure all "front-line" employees involved with Veteran patient contact during the intake and enrollment process receive periodic training and regular status briefings on the enrollment process and health benefits administration.
  • This position is the subject matter expert on all enrollment administrative issues for clerks, medical staff, first-line, middle and senior facility management officials of the BCVAMC.
  • Serves as the New Enrollee Appointment Request Coordinator (NEAR) for BCVAMC responsible for managing the process and NEAR list to ensure associated appointments are scheduled in a timely manner.
  • Utilizes and trains assigned staff involved in eligibility determination throughout BCVAMC on the Hospital Inquiry (HINQ), Veteran's Information Solution (VIS), Health Eligibility Center (HEC), Veterans Enrollment System (VES), Fugitive Felon Program (FFP), Intranet BDN/BIRLS Access (IBBA) and/or SHARE (an application utilized by VBA to manage pending issues on claim data on military verification or service connection (SC) disability information, and other established venues to further determine the Veteran's eligibility.
  • Responsible for Decedent Affairs duties per VHA Handbook 1601B.04 and serves as the primary contact for deceased Veterans' families who are applying for the Veterans' death benefits.
  • Serves as the primary contact for eligibility administrative, clinical and clerical issues for the Environmental Health Agents Program for BCVAMC and is responsible for performing a variety of significant administrative, analytical and technical functions, tasks and special projects with respect to eligibility priorities

Supervisory Duties:
  • Incumbent is responsible for the direct supervision of Eligibility/Registration staff and Administrative Officers of the Day (AODs).
  • Plans work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completions of workload.
  • Interviews candidates for positions, recommends appointments, promotions, or reassignments to positions.
  • Resolves complaints from employees, referring group grievances and more serious complaints to a higher-level supervisor or manager.
  • Researches and finds ways to improve productivity or increase the quality of work in the section.
  • Makes decisions on work problems presented by other supervisors, team leaders or health care group managers.

Monitoring, Oversight & Reporting:
  • Responsible for programmatic over site of the BCVAMC Enrollment Program and for informing management and executive leadership of any problems or trends regarding enrollment issues and health benefits administration.
  • Prepares reports and replies for Chief and Assistant Chief, Health Administration Service (HAS), and executive leadership in response to internal or externals requests for program information and data.
  • To ensure data integrity, the Enrollment Coordinator performs daily monitoring by formulating data validation activities and analysis reports.
  • Prepares verbal and written responses to inquiries and complaints of Veterans and Congressional staff regarding health care benefits and revenue policies for the purpose of solving problems, explaining procedures, and recommending various courses of action (if necessary).
  • Performs analytical and evaluative work in support of the Fugitive Felon Program, Outreach Coordination, and other VA facility and national program initiatives.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
