Summary
About the Position: This position is located on Joint Base Lewis McChord at Madigan Army Medical Center, the Office is located at the Madigan Annex, 40 hours work schedule. Tacoma is a diverse city nestled between Seattle and the state capital of Olympia. Tacoma is located on the shores of Commencement Bay, within pristine eyesight of Mount Rainier.

Duties
  • Will serve as a Supervisory Human Resources Specialist, manage hiring actions and requests for personnel action and advisor for civilian training programs and individual development plans.
  • Advise management on organizational resources issues such as planning for changes in mission of civilian staff.
  • Utilize various Civilian Human Resources automation programs (i.e., DCPDS, CPOL Portal, Business Objects) in order to monitor the need for and status of RPAs, extract data, prepare reports, etc.
  • Advise management and the workforce on civilian training programs (e.g., Civilian Education System, Supervisory Development Course, etc.)
  • Work closely with HR Division Chief and with Civilian Human Resource Agency.
  • Conduct in-depth reviews of effectiveness of command functional programs and operation sufficiency to meet command objectives and mission requirements.
  • Plan, direct and assign workload to subordinates based on priorities, giving consideration to the difficulty of the assignment and the capabilities of employees.
  • Manage awards and incentives program, performance management and the compensation program for the Defense Health Agency (DHA) civilians employees.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (NACI) (TIER 1).
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Due to the nature of this position, may require to work both planned and unscheduled overtime.
  • This position has been designated "Mission Essential/Inclement Weather ". In the event of severe weather conditions, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialize Experience: I have one year of specialized experience which includes: researching and interpreting new or proposed civilian personnel regulations and policies to provide technical guidance and advisory services to management; assessing multiple Civilian Human Resources Management programs; providing management with assistance and resolution regarding personnel actions such as recruitment incentives and/or special programs; reviewing administrative/technical procedures and making recommendations to ensure maximum efficiency of operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
