Summary
This position is located at Northern Navajo Medical Center, Shiprock, NM. Incumbent manages and coordinates the administration of Medical and Dental Staff affairs, policies and procedures, bylaws, rules and regulations and patient/provider communication. Directs the credentialing and privileging process for all medical and dental staff in accordance with The Joint Commission requirements, accreditation standards and assures compliance with those standards. Reports to Clinical Director.

Duties
  • Serves in a leadership portion and is accountable for the administrative and medico-legal aspects of the Medical and Dental Staff organization.
  • Monitors and maintains current and accurate medical/dental staff bylaws. rules and regulations
    • and policies and procedures.
  • Serves as a technical advisor to the Chief of Staff,. clinical Director. Medical Executive Committee and other members of the MOS on matters related to current standards of the JCAHO.
  • Directs, supervises, reviews and coordinates the credentialing and privileging process for the MDS.
  • Attends meetings of the general MDS. Medical Executive Committee (MEC}. Clinical Practices Committee, Credentials Committee and other designated medical management and planning meetings as appropriate.
  • Develops policies and procedures and coordinates performance improvement/risk management activities for the MDS.
  • Develops and maintains MDS orientation to clinical programs and services, policies and procedures, credentialing and privileging, bylaws and all other administrative functions of theMDS.
  • Provides direction to all clinical services in matters of interpretation of policies, procedures, Navajo Area IHS and higher-level directives, regulations on accreditation issues and resources as appropriate.
  • Provides technical and managerial assistance to the MDS in preparation of research proposals, grant proposals and request for contracts.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.OR
Specialized Experience(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) missions, organizations, programs, and requirements of health care delivery systems; (2) regulations and standards of various regulatory and credentialing groups; (3) government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; and (4) supervision of subordinate administrative, managerial, and technical personnel with responsibility for performing mission program activities; providing advice, counsel, and guidance to employees on work and administrative matters; developing performance standards and evaluating work performance of subordinates.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information
Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
