Summary The incumbent serves as a Supervisory Health System Specialist - Whole Health Program Manager. The Whole Health Program Manager is responsible for the overall planning, development, and coordination, of a comprehensive and complex Whole Health System, including all list one modalities offered in the Whole Health System. Responsibilities The Whole Health Program Manager is responsible for the comprehensive development, planning and implementation of the program's policies and procedures, determining the needs of the program, overseeing and directing the quality and quantity of training, monitoring data-driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget. Major duties include, but are not limited to: Serving as a subject matter expert and demonstrates an ability to provide consultation to other health care practitioners and outside groups. Defining work of staff through writing and reviewing functional statements and position descriptions. Developing curriculum to promote self-care and empowerment of patients, including but not limited to, mindfulness courses, stress reduction courses, and other educational courses for self-care. Ensuring daily Whole Health operations run smoothly. Assisting in the orientation of physicians, medical residents, and other allied health personnel to the (discipline) Program at this facility. Working with Quality Management as needed to establish medical center procedures to meet accreditation standards for clinical services under the Whole Health System. Assisting with the implementation and revision of policies/directives for Whole Health in accordance with local and national regulatory groups, professional accrediting organizations and VACO requirements. Developing program proposals that encompass short- and long-term goals for the Medical Center. Planning the overall program objectives and is responsible for their implementation, considering patient's needs, space, manpower, and budgetary restrictions. Assisting in monitoring clinical and patient services for the effective and efficient management of numerous control points and resources. Serving as a POC for Veterans who would like to register for the 9-week support group. Performs other duties as assigned. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or General Experience: (for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic Health System administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply Health System administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced Health System administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist - Whole Health Program Manager. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to solve problems in support of the delivery of patient care; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing personalized health plans for patients. Preferred Experience: Masters degree, graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You will be rated on the following Competencies for this position: Administration and Management Customer Service (Clerical/Technical) Managing Human Resources Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The nature of the work for this position is primarily sedentary and there are no unusual physical demands involved with completion of duties. Some travel is required.
