Summary

The primary purpose is to serve as a first level operations supervisor of the Digital Test and Training Range - Edwards (DTTR-E) flight, developing & executing operation plans, overseeing flight simulation developmental and operational test & evaluation (DT&E & OT&E) test programs, high end advanced training and tactics (HEAT2) & experimentation events

  • Supervise, lead, and mentor the Simulation Flight, approximately 17 civilian and military engineers, mathematicians, computer scientists and technicians.
  • Supervise the development, implementation, operation and maintenance of highly complex aircraft simulation capabilities and facilities.
  • Lead the modernization and integration efforts with other simulation facilities across the DoD.
  • Initiate personnel action, assign task, approve employees training and manage training budget, set priorities and deadlines and assess progress; assign work to subordinates to include delegating authority and accountability, evaluate employee performance and review appraisals.

  • Subject to Temporary Duty Assignment (TDY) approximately 20 days per year
  • The employee must have graduated with a Bachelor's degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university. An advanced degree is desired
  • Position sensitivity: This position requires Top Secret and SCI security clearances as well as clearances to special access programs.
  • This position may require some flying on military, government and/or civilian aircraft.
  • This position, although performed in the general office environment, may require CONUS and/or foreign travel away from Edwards for periods of up to three weeks or more at a time, depending on project requirements.

To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional Engineering Positions click here:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience is described as a technical/functional authority within and outside of the organization. Fosters the development of others by providing guidance or sharing expertise. Directs assignments to encourage employee development and cross-functional growth to meet organizational needs. Leads, defines, manages, and integrates efforts of several groups or teams. Assumes and assigns ownership of processes and products, as appropriate. Assesses and provides strategic direction for resolution of mission-critical problems, policies, and procedures. Works with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Converts strategic goals into programs or policies. Defines, establishes, and directs organizational focus on challenging and highly complex projects/programs.
Ideal Candidate:
  • Must have knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical, test engineering disciplines, combat aircraft avionics, weapon systems, electronic warfare systems and related subsystems, and software engineering.
  • Must have knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test disciplines applied to human-in-the-loop simulators of advanced aircraft weapon systems (4th, 5th gen and beyond) to include operating procedures, and simultaneous operation of multiple, interconnected, simulation systems.
  • Must have leadership and mentorship abilities and an ability to grow and lead an effective team in a dynamic environment where decisions are critical to removing constraints and furthering the test mission.

Knowledge Skills and Abilities:
  1. Mastery of advanced concepts, principles, and practices of engineering, computer science, software and mathematics that enables the incumbent to serve as an expert in the simulation, test and evaluation of aircraft flight systems.
  2. Leadership and mentorship abilities and an ability to grow and lead an effective team in a dynamic environment where decisions are critical to removing constraints and furthering the test mission.
  3. Knowledge and skill sufficient to provide project management oversight and guide the development of additional hardware and software programs to provide interface, data reduction and simulation capabilities.
  4. Knowledge and skill sufficient to ensure that system requirements, interfaces, capabilities and program factors are considered in the planning, monitoring, and execution of tests.
  5. Strong ability to maintain good working relations and collaborate with other services and organizations to optimize solutions.
  6. Strong ability to communicate effectively with a broad range of personnel, both orally and in writing, and to use modern computer software applications for communications and presentations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
